- This solicitation, W912JM10Q0001, is being issued as a request for quote (RFQ) for a Firm Fix Price contract for a Defense Enrollment Eligibility Reporting System (DEERS) and the Real-Time Automated Identification System (RAPIDS) Verifying Official/ Site Security Manager with the Georgia Air National Guard, Robins AFB. Submit written offers electronically (oral offers will not be accepted). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular (FAC) 2005-37. This procurement is being issued as a 100% SMALL BUSINESS SET-SIDE. The NAICS code is 561110 and the small business size standard is $7.0 Million. The following commercial items are being requested in this solicitation: CLIN 0001: Provide Identification Card Administration to Government clients as a Defense Enrollment Eligibility Reporting System (DEERS) and the Real-Time Automated Identification System (RAPIDS) Verifying Official/ Site Security Manager at the base or site level, in accordance with the attached Statement of Work. Occupation Code 01051 - Data Entry Operator I. The Contractor shall submit a total price for the base year and four (4) option years. The following provisions apply to this solicitation: FAR 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-2, Evaluation Commercial Items; FAR 52-212-3, Offeror Representations and Certifications Commercial Items and offerors must include a completed copy of this provision with their offer. The clauses found at FAR 52.212-4, Contract Terms and Conditions Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, apply to this solicitation. Specifically following clauses also apply to this solicitation: FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration; DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders applicable to Defense Acquisition of Commercial Items; DFARS 252.225-7001, Buy American Act and Balance of Payment Program.
