Description
AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is RQ1012000000032 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-34. The associated North American Industrial Classification System (NAICS) code for this procurement is 541990 with a small business size standard of $7.00M. This requirement is unrestricted and only qualified offerors may submit bids. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Bureau of Alcohol, Tobacco & Firearms is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Offerors may not artificially manipulate the price of a transaction on www.FedBid.com by any means. In addition to providing pricing at www.FedBid.com for this solicitation, each offeror must provide any required, NON-PRICING responses (e.g. technical proposal, representations and certifications, etc.) directly to the point of contact in the FBO notice, so that they are received at that email address no later than the closing date and time for this solicitation. The selected Offeror must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, will apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. CCR Requirement - Company must be registered on Central Contractor Registration (CCR) before an award could be made to them. If company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov. 52.217-8 - Option to Extend Services (Nov 1999). The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within ten (10) calendar days. 52.217-9 - Option to Extend the Term of the Contract (Mar 2000). (a) The Government may extend the term of this contract by written notice to the Contractor within five (5) calendar days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least thirty (30) calendar days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed five (5) years and six (6) months. Sellers must visit www.FedBid.com to view the attached Scope of Work for this Buy. Newswire Distribution is a direct newswire feed to newsrooms (much like the Associated Press feed); ATF news releases would be pushed to news directors or one location in all newsrooms. ATF needs one user account for at least five (5) staff members to use (under 1 Account/License) to send news releases to the vendors for distribution to newsrooms and wire services and to retrieve clippings (not concurrently). Regarding the lines for News Clipping Service, ATF needs the Seller to capture written news stories that mention the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) (and other key words) in newspapers, TV news programs and online news sources. ATF will supply a list of key words that should be searched daily upon award. Many TV news stations and networks publish their broadcast stories in text form on their company websites. The Seller is required to submit links to those stories and to provide them daily along with links to print (newspaper) articles. The number of links will be determined by the number of mentions of ATF. ATF requests media monitoring service and one monthly media report, both daily clips and monthly media reports should be submitted via email as Word documents by 6am (Eastern Standard Time). The monthly reports should include statistics regarding the number of stories per state that are generated by ATF news releases. Regarding internet content, ATF requests links to stories; ATF doesnt need scanned images of print editions. The speed of delivery for internet and print media is a twenty-four (24) hour monitoring window. Delivery a couple of days to a couple of weeks after the fact is NOT an acceptable delivery turnaround time from date of publication. ATF is not requesting archival services. ATF will only have privity of contract w/the Awardee regardless of any teaming arrangements made by the Seller. Regarding payment, the first year of the contract will be paid in full upon award of the Purchase Order. Determinations regarding full or monthly payments of the option years will be made pending review of the prior year's service. The time to submit Questions has passed - All Questions were to be submitted no later than 12:00 pm Eastern Standard Time (EST) on Thursday, 1/28/10. Q1: RE: "Newswire Distribution" - does the ATF require transmission of news releases via a secure wire service network (AP or similar), or is email/Web distribution sufficient? And does this Newswire feed need to reach print, broadcast and online media outlets simultaneously, or just print? A1: ATF does not require a secure wire service network to transmit news releases. Whatever transmission mechanism that is utilized should be able to reach print, broadcast and online media simultaneously. Q2: RE: Monthly numerical/statistical analytic reports of placements of news releases and/or mentions of ATF - Does the ATF require these reports to include tonality of coverage (positive/negative) and breakout by media type, subject/topic and provide comparative metrics vs. similar organizations who receive news coverage on similar issues? A2: ATF requests monthly numerical reports of placements of ATF news releases, broken down by state. Q3: Is the client asking the provider to create, edit, and deliver a daily report by 6 AM EST in addition to the monthly report? A3: ATF only requires daily clipping service. It requires a monthly statistical report regarding placement of ATF releases.
