January 28, 2010 Sassafras Software, Inc.Notice of Intent This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation (FAR) Part 6.201, for Full and Open Competition after exclusion of sources and FAR Part 13.5, Test Program for Certain Commercial Items. The Office of Surface Mining, Western Region, 1999 Broadway, Denver, Colorado, 80202 has a requirement to procure the following item: Statement of Objectives for Server Client LicensesTechnical Innovation and Professional Services (TIPS) uses a software license management package to manage twenty-nine licensed software packages. By utilizing a software that can track check-out and usage of these software packages TIPS has saved millions of dollars by avoiding purchases of software licenses that are not needed for concurrent use. ObjectivesTo use an integrated software asset management suite for automated IT asset auditing and software license management. The software will show whats installed on our network and report details about its usage. It will also control access to licensed software and run detailed deployment and usage reports for the entire organization or for specific departments. This software will need to integrate enterprise-wide software and essential hardware auditing and automatically keep audit information current for desktop and portable computers using a transparent, incremental, auto-discovery protocol. TIPS requires built-in and customizable reports that can be scheduled for periodic execution. These reports need to provide an integrated view of software and hardware asset allocation, software usage patterns, and license compliance for all of our computers using Windows applications. Reports should be readable in any web browser with either public or authenticated access. The software architecture will need to be based on a dedicated network server process using its own highly optimized network protocol and scalable to support hundreds of client computers. The Government intends to award a sole source contract to:Sassafras Software, Inc., PO Box 150, Hanover, NH 03755 The Government will consider all responses received within 10 days after date of publication of this synopsis. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested parties should submit queries to this requirement in writing to Dawn Trudeau 303-293-5059 (dtrudeau@osmre.gov) by close of business February 8, 2010. This announcement is not a request for competitive proposals. Any response to this notice must show clear and convincing evidence, that competition would be advantageous to the Government in future procurements.
