Description
Combined synopsis/solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Solicitation number R10PS43008 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-38. This is a total small business set-aside under NAICS 423390 with an associated small business size standard of 100 employees. The contractor shall deliver a total of 7,100 feet of bioengineering bankline protection and 8,600 stakes to San Felipe Pueblo for Reclamation's construction of a bioengineered bank at two sites (River Mile 212.0 and River Mile 213.4 along the Rio Grande, see attached figure. Bioengineering bankline material shall be delivered in two distinct deliveries to the Reclamation construction crew working on the San Felipe Pueblo. Reclamation shall provide a minimum of 2 weeks notice prior to the material being delivered onsite. Material shall be loaded unto trucks in such a manner as to allow the unloading of material with a piece of equipment using either straps or forks. Trucks shall not be packed in such a manner as requiring manual labor to unload the requested material. Reclamation, at the time of the material delivery, reserves the right to inspect and refuse any material damaged during transport or loaded in such a manner as to make it difficult to unload with a piece of equipment, prior to acceptance. The contractor shall provide replacements for this material at no additional expense to the Government within a reasonable time frame, not to exceed two weeks. The following material shall be delivered to the River Mile 212.0 site on the San Felipe Pueblo 3,600 feet of bioengineering bankline protection 4,400 stakes The anticipated delivery date for this material is sometime in late February/ early March 2010. The following material shall be delivered to the River Mile 213.4 site on the San Felipe Pueblo 3,500 feet of bioengineering bankline protection 4,200 stakes The anticipated delivery date for this material is sometime in late February/ early March 2010. The specifications for the bioengineering bankline protection are as follows: The bioengineering bankline shall be constructed of blocks of densely packed coconut fiber, or some similar substance, that fit together to form a continuous, structurally sound bankline protection. The bankline protection will consist of three lines (lifts) of blocks set on top of each other. Each line of blocks will be offset 2 feet towards the bankline from the underlying line of blocks. Each block shall be 16 inches in height and 9 inches thick, with an attached woven fabric that extends a minimum of 75 inches from the bottom of the block and a minimum of 48 inches from the top of the block. The fabric shall wrap around the front face of the block. Fabric from each block shall overlap at least 6 inches unto adjacent blocks. The fabric must have a minimum dry strength of 1100 lbs/ft. Blocks and fabric shall be able to provide all of the necessary structural support and erosional resistance until the pole plantings have become established. Coyote willows will be planted with each lift of the bioengineered bankline. Each block shall not weigh more than 100 lbs. Each block shall have a unit weight between 7 to 10 lbs per linear foot. The blocks shall be a proven streambank erosion control product. Blocks shall be capable of easy installation such that two persons can handle the product. Blocks shall be capable of being anchored by stakes as needed. The specifications for the stakes are as follows: Stakes used for securing the fabric to the soil shall be a minimum of 2 feet long, with a minimum cross section consistent with the industry standard for 2"x4" lumber. Stakes shall be wooden or have similar biodegradable attributes. Stakes shall also have a sharp point (30 degrees or sharper) to help drive the stake through the fabric and earth. The provision at 52.212-1, Instructions to Offerors-Commercial applies to this acquisition. By the provision at 52.212-2, Evaluation-Commercial Items, technical capability of equipment and labor to meet the described government need, and price will be evaluated equally. It is advised that a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items be submitted along with the offer; the provision may also be completed online by accessing http://orca.bpn.gov. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies. No addenda are enclosed. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
