- This Notice inadvertently referenced the Mission Oriented Business Integrated Services Contracts (MOBIS). The Notice should read that only holders of a GSA Schedule Group 70 Contract may respond. The Notice has been updated bellow and also includes the E-Buy RFQ Number “RFQ434844. THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS OPERTUNITY IS AVAILABLE ONLY TO FIRMS WHO HOLD A GSA SCHEDULE 70 CONTRACT. THIS PROCURMENT WILL BE FUNDED VIA THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009. The Office of the Assistant Secretary for Planning and Evaluation intends to issue two competitive task order contracts, entitled “Leveraging Health Data for Rapid Comparative Effectiveness Analysis Pilot Test”, using the GSA Contracts, Group 70. These two contracts are part of the Office of the Secretary comparative effectiveness research (CER) portfolio from the American Recovery and Reinvestment Act. The purpose of these two contracts is to pilot test the ability to link healthcare data and utilize next generation analytical applications to query the data. This pilot test, if successful, would substantially increase the yield of database investments and other Federal data resources. The Federal government seeks to establish a rapid-prototyping environment to pilot test the potential to link health care data. It also seeks to utilize next generation analytical applications to answer specific CER questions. The offerors should use existing technology platforms and customize their application for use in a rapid pilot test environment of analytic tools for CER. The environment and tools will be used to integrate, analyze, and visualize data from diverse data sources. The contractor will need to maintain appropriate security and privacy safeguards. The contractor will be required to pilot test use of the analytical platform to: A.Link data from Federal data sets and other sources, which may include databases of patient, provider, and demographic data. B.Design and create a user interface to query the linked database. C.Use the linked database to perform sample analyses based on specific CER questions in cooperation with the Federal government. The estimated Period of Performance for these requirements is 2 years.
