Description
This synopsis provides notice of the Government’s intent to solicit a proposal on a sole source basis from Booz Allen Hamilton, Inc. (BAH), 8283 Greensboro Drive, McLean, VA 22102 for 260,000 manhours and associated Travel and Materials that will provide continued research, design, development, integration, installation, test and evaluation, fielding, analysis, maintenance, training and logistics support of Navy, Army, Air Force, Special operations Forces, Joint Services, Federal Agencies, Counterdrug and other agencies Communications-Electronics Advanced Technology (CEAT) systems. These CEAT systems include analog and digital, communication/telecommunication, voice, data, video to include Video Teleconferencing (VTC), Distance Learning, Briefing and Display Systems (BDS), imagery, information warfare, cyber warfare, virtual labs, distributed processing, neural and information network systems, subsystems and equipment. These systems are employed on various air, shore, manpack/handheld, transportable, boat and vehicular platforms. The technical services are currently being performed by BAH under contract N00421-09-C-0016. This acquisition will result in the modification of existing BAH contract N00421-09-C-0016 by adding a cost plus fixed-fee level of effort Option II with a performance period of approximately one year that will run from 16 April 2010 through 15 April 2011. This directed procurement is necessary as the current contract is scheduled to run out of contract ceiling by 15 April 2010, approximately six months early due to an increase in project requirements. The proposed additional one year option is needed for continuing on-going projects currently being done under Contract N00421-09-C-0016 while the follow-on action is being competed. Awarding to any contractor other than BAH would result in unacceptable delays in completing or continuing tasks, such as the program requirements for United States Central Command (USCENTCOM), United States Special Operations Command (USSOCOM), the Marine Corps Distance Learning (MCDL), the United States Marshall's Service (USMS) and the United States Capitol Police (USCP) efforts. These services are nonseverable as no other firm can provide the corporate capabilities, intergrated program support, technical expertise and resources needed to effectively meet the requirements of these programs. BAH is the only source available that can meet the requirements of the Statement of Work (SOW) in the short time period (one-year) between the exhaustion of the current Option Year I under, Contract N00421-09-C-0016 which expires 16 April 2010 and the follow-on contract due to be awarded 16 April 2011. Due to the on-going nature of the projects currently being done under Contract N00421-09-C-0016 and the need to continue these services without a break in work, BAH is the only practical source for providing the necessary continuation of these services until award of a follow-on contract. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETIVE PROPOSALS. However, responsible interested parties may submit a proposal in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 12 February 2010, 1530 EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
