Description
Modification 04: This is a modification to subject solicitation posted in FEDBizOpps on 25 January 2010. Opening date and time remains unchanged as 04 February 2010; 2:00 PM CST. This modification is issued to revise the bid schedule to add the a line item for Manpower Reporting Requirements, add and/or revise contract clauses as identified herein, make minor changes to the SOW, and answer questions pertaining to the solicitation. Changes are identified in italic. Current bid schedule is hereby deleted in its entirety and replaced with the attached bid schedule. The following contract clauses are hereby added and/or revised: Add Contract Clause 52.232-19, Availability of Funds for the Next Fiscal Year (Apr 1984) with fill-in as 30 September 2010. Delete Contract Clause 52.212-4, Contract Terms and Conditions Commercial Items (Feb 2007) and replace with Contract Clause 52.212-4, Contract Terms and Conditions Commercial Items, Alt I (Oct 2008); Fill-in for Contract Clause 52.212-2, EvaluationCommercial Items (Jan 1999), is revised to read as follows: Evaluation factors are: Past Performance, Technical, and Price. Past Performance and Technical are of equal importance; Past Performance and Technical when combined are slightly more important than Price. Price will be evaluated using cost/price analysis techniques and will be evaluated for reasonableness and realism. In order to evaluate price fairly, offerors must complete all line items on the bid schedule. Failure to complete all line items may result in the offeror not being considered. Basis for award will be awarding a contract to the best valued offeror that is considered to be most advantageous to the government in accordance with the evaluation factors in the solicitation. The government reserves the right to consider award to other than the lowest priced offeror or other than the highest technically rated offeror if it is in the best interest of the Government and more advantageous to the Government. Reference Statement of Work (SOW), Paragraph C.1.5, Delivery, Subparagraph 4; after the second sentence, add the following: To the maximum extent practicable, the Government will provide a proposed schedule of training dates for planning purposes. Questions and answers related to this solicitation follow: Question 1: Solicitation W9124810T0004 (LCLA) indicates, CASA 212 or 23 (Sherpa?) aircraft have been deemed acceptable. Would the user have interest in C-130 aircraft for the performance of the mission. Answer 1: In order to replicate the environment in Afghanistan as much as possible, only CASA 212 or 23 Sherpa are acceptable aircrafts. NAICS is 481211; business size is 1500 Employees; acquisition is solicited on an UNRESTRICTED basis. All responsible concerns may submit an offeror that will be considered by this agency.
