- The Office of the Federal Detention Trustee (OFDT) in conjunction with the United States Marshal Service (USMS), and the Justice Prisoner & Alien Transportation System (JPATS) are conducting Market Research for information purposes only. This is not a solicitation announcement. Currently, no solicitation is available. This request for information does not commit the Government to pay any cost incurred in preparation of any submission to this Sources Sought Notice. OFDT received an unsolicited proposal for providing detention services in Southern California and the purpose of this request for information is to gain knowledge of other potential qualified sources. Responses to this sources sought synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, and if the Government still plans to proceed with a competitive acquisition, a solicitation announcement will be publicized in FedBizOpps. All interested offerors will be required to respond to the solicitation announcement in addition to responding to this sources sought synopsis. It is the potential offeror's responsibility to monitor this site for the release of any solicitation or synopsis. The anticipated scope of services to be provided is detailed below: OFDT is in search of an existing secured detention facility, which can be activated and ready for operation under the Federal performance-based standards within 180 days of contract award and which is located within 75 miles of the geographic boundaries of Adelanto, California, with a capacity of 650 beds to house persons in custody of USMS, Bureau of Prisons and JPATS. The requirement will include secure transportation services to detention and/or correctional institutions in California, Arizona, and Nevada. The unsolicited proposal was for an existing facility. Construction of a new facility will not be a consideration for this requirement. However, rehabilitation of an existing facility will be allowed if the 180-day activation schedule can be kept. Interested parties having the required physical plant to meet the above requirement should submit a capability statement to include the following: The location of the proposed facility, a schedule to meet the 180 day timeframe; name and address of firm; size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged; number of years in business; affiliate information; parent company; joint venture partners; potential teaming partners; prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact name, address, and phone number). This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. All responses shall be submitted to Deborah M. Johnson, Contracting Officer no later than 2:00PM EST on February 11, 2010.
