- Sources Sought Synopsis Only. This announcement constitutes a sources sought synopsis under the authority of Section 4202 of the Clinger-Cohen Act of 1996. The Army Contracting Command CECOM Contracting Center-Tobyhanna Contracting Directorate, Contract Operations Divisions, Tobyhanna, PA 18466-5100 intends to award a firm fixed-price contract on a sole source basis under the statutory authority permitting Other Than Full and Open Competition 10 USC2304(c) (1), as implemented by FAR 6.302-1, Only one Responsible source and No Other Supplies or Services Will Satisfy Agency Requirements, to DIT-MCO International, 5612 Brighton Terrace, Kansas City, MO 64130 for a DIT-MCO cable harness test system, Part Number 2508 with options that meet all the characteristics listed in this advertisement. The DIT-MCO, PN: 2508, rack-configured cable/harness test system is specifically required to enable the full operation of the existing DIT-MCO 9500/2100/2500 series test files (.ro) and Address Correspondence Tables (.ut) currently used at Tobyhanna Army Depot. Presently, there are over 500 test programs developed specifically to work with the DIT-MCO station, and an extensive amount of existing adapter cables must be utilized without any modifications. The system includes cable fault location capability and the capability to interface to existing slave stations.
