Description
RECOVERY - THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITYIS AVAILABLE ONLY TO UNIVERSITIES SPACE RESEARCH ASSOCIATION (USRA). This work willallow for collaborating with NASA, to create prototype hardware/software infrastructureto improve water management in the San Joaquin River watershed in California (scalable toother regions) that integrates NASA information products and models. The outputs fromMSFC effort will be merged with the other elements of this project, occurring at NASA'sAmes Research Center (ARC) and the Jet Propulsion Laboratory (JPL).A determination has been made by the Government not to compete this proposed effort on afull and open competition basis. A non-competitive cooperative agreement will be awardedto USRA. Since no cooperative agreement currently exists, the prospective cooperativeagreement constitutes research that is highly specialized, and it is likely that award toany other source would result in a substantial duplication of cost to the Government thatis not expected to be recovered through competition. Further, project co-investigatorsat USRA are co-developers of the Simulator for Hydrology and Energy Exchange at the LandSurface (SHEELS) and have unique knowledge and experience to accomplish the softwareengineering for extension of the existing framework, as well as use of the system tosupport engineering new research and applied science applications. The short projecttime frame and extensive list of project goals would preclude training of a newscientific and software engineering team to achieve a level of expertise in all areasnecessary to complete the proposed research. Thus a substanial duplication of cost tothe Government would result if an alternative source were to be selected for, be requiredto gain compentency in and be vested with the responsibility for deploying the proposedvirtualization technologies.This announcement will not result in a Request for Proposal; this announcement is forinformational purposes only.
