- RECOVERY - THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITYIS AVAILABLE ONLY TO THE UNIVERSITY OF ALABAMA IN HUNTSVILLE (UAH). This work will allowfor collaborating with NASA, to create prototype hardware/software infrastructure toimprove water management in the San Joaquin River watershed in California (scalable toother regions) that integrates NASA information products and models. The outputs from theMSFC effort will be merged with the other elements of this project, occurring at NASA'sAmes Research Center (ARC) and the Jet Propulsion Laboratory (JPL). A determination has been made by the Government not to compete this proposed effort on afull and open competition basis. A non-competitive cooperative agreement will be awardedto UAH. Since no cooperative agreement currently exist, the prospective cooperativeagreement constitutes research that is highly specialized and if awarded to any othersource would result in a substantial duplication of cost to the Government that is notexpected to be recovered through competition. Further, project co-investigators at UAHare co-developers of the NREPS and have unique knowledge and experience to accomplish thesoftware engineering for extension of the existing framework, as well as use of thesystem to support engineering new research and applied science applications. The shortproject time frame an extensive list of project goals would preclude training of a newscientific and software engineering team to achieve a level of expertise in all areasnecessary to complete the proposed research. Thus, a substantial duplication of cost tothe Government would result if an alternative source were to be selected for, be requiredto gain competency in, and be vested with a responsibility for deploying the proposedvirtualization technologies. This announcement will not result in a Request for Proposal; this announcement is forinformational purposes only.
