- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number: W911RZ-10-T-0044Notice Type:Combined Synopsis/Solicitation Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested IAW FAR Part 13 and a written solicitation will not be issued. Quotes shall reference solicitation number W911RZ-10-T-0044. Fort Carson intends to award a firm-fixed-price contract for the rental of tents and equipment to include set up and tear down. The North American Industrial Classification System (NAICS) code for this procurement is 532292 with a small business size standard of $7.0 million. This requirement is set aside 100% for Small Businesses. The period of performance is 15 February 2010 to 5 March 2010. The Contractor shall propose the following Contract Line Item Number (CLIN): CLIN 0001 Tent Rental Qty. 3 -- Tents shall be able to hold 600 people with a minimum of 30,000 total square feet of space. Tent shall include walls and front and end attachments. Tent shall have a door on each end that can be opened and closed to keep out the cold air. Hard flooring for tents is not required. Tent shall be water resistant and withstand winds up to 60 mph and snow and winter conditions. If a pole type tent is proposed, planking is required to ensure tent does not sink. Tents will not need to be connected but will be co-located. The contractor shall set up and take down the tent and all equipment. The contractor shall make all electrical connections necessary. Tent shall be set up no later than 4:00 pm 15 February 2010 and removed beginning at 4:00 pm on 5 March 2010. CLIN 0002 Tent Rental Qty. 1 Dining facility tent shall be able to hold 60 people, 60 chairs, and 6 tables that are 8X3 ft each. Tent shall include walls and front and end attachments. Tent shall have a door on one end that can be opened and closed to keep out the cold air. Tent shall be waterproof and withstand winds up to 60 mph and snow and winter conditions. The contractor shall set up and take down the tent and all equipment. The dining facility tent will not be located in the vicinity of the living tents. The contractor shall make all electrical connections necessary. Contractor shall have tents set up no later than 4:00 pm 15 February 2010 and removed beginning at 4:00 pm on 5 March 2010. CLIN 0003 Folding Chairs Qty 60 -- All chairs shall be placed in the dining facility tent. CLIN 0004 Tables Qty. 6 8x3 foot tables will be setup in the dining facility tent. CLIN 0005 Halogen Lighting Package Qty. 4 -- The tents shall be equipped with a halogen light package that illuminates the entire interior of each tent. CLIN 0006 Heaters Qty. 4 -- Heaters shall heat each tent entirely and keep the inside temperature at least 20 degrees above the outside temperature. Heater shall be attached to the tent through heater holes or other type of duct system. Heater tubes shall not run under the walls of the tent. Heater shall be powered either by the generator or by diesel fuel. Propane heaters are not an acceptable alternative. The heater may go inside the tent if no other alternative is available. CLIN 0007 Generators Qty 2 All generators shall supply power to run the lights for all 3 co-located living tents and the dining facility tent which will not be located in the same vicinity as the living tents. All generators shall also supply power to run the heaters if electric heaters are proposed. Generators shall be powered by diesel fuel and arrive full of fuel. The Government will provide the fuel to power the generator as needed after delivery and will return the generator full of fuel. Generator must be of a size sufficient to run the proposed lights and heaters if electric heaters are proposed. Contractor will provide proposed generator specifications with proposal. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose technically acceptable offer conforming to the solicitation is the lowest price. To be eligible for an award, contractor must be registered in the Central Contractor Registration (CCR) database.
