- The National Capital Region Contracting Center (NCRCC), on behalf of the Assistant Secretary of the Army, Installations and Environment, for Environment, Safety and Occupational Health (ASA I&E), intends to award a sole source purchase order to Inside Washington Publishers, 1225 Jefferson Davis Hwy, Suite 1400, Arlington, VA 22202. The contractor is to provide electronic subscription services for access to the Defense Environment Alert (DEA), InsideEPA.com and its eight (8)-periodicals, and Inside EPA Weekly Report. 1.1.The Defense Environment Alert (DEA) shall contain a bi-weekly summary of all Department of Defense (DoD) policies generated daily pertaining to the environment concerning the following subject areas: base closure, compliance, pollution prevention, federal facilities, remediation techniques, environmental security, government contracts, Environmental Protection Agency (EPA) regulations, cleanup, acquisition reform, radioactive waste, new technologies, congressional actions, component-specific policies, and enforcement. 1.2.Subscription services for 8-periodicals and WWW password-controlled access to the vendors InsideEPA.com web site will comprise of: a)Environmental Policy Alert (biweekly) b)Superfund Report (biweekly) c)Clean Air Report (biweekly) d)Water Policy Report (biweekly) e)Risk Policy Alert (monthly) f)Inside Cal/EPA (weekly) g)Inside OSHA (biweekly) h)Inside Fuels and Vehicles The vendor will provide DENTIX login/password access to the InsideEPA.com web-site for access to referenced documents, news, and special sections on Energy Policy and Homeland Security. 1.3.The Inside E.P.A. Weekly Report shall contain a weekly summary of (1) all Environment Protection Agency (EPA) legislation generated daily, proposed, and final; (2) all EPA policies generated daily, proposed and final, between EPA and other Federal agencies, and (3) all EPA policies and strategies generated daily, proposed and final, between the EPA and foreign countries. 1.4.Rights shall be granted to the validated customer base of DoD users from the Defense Environmental Network and Information eXchange (DENIX) bulletin board system for the information to be freely copied, printed, and downloaded to a users remote workstation or personal computer. Non-DoD personnel access to the DEA will be evaluated on a case-by-case basis for access to this information. These personnel will be sponsored by a DoD POC and state their access is needed to comply with their DoD tasking(s). The Government intends to solicit and negotiate the required services with only one source, under the authority of FAR 6.302-1(a)(ii)(B). This notice of intent is not a request for competitive quotes or proposals. However, the Government will consider all capability statements received by 10:00 A.M., 8 February 2010. Any response to this notice must show clear and convincing evidence that competition would be advantage by the Government in future procurements. A determination by the Government not to complete this proposed contract, based upon responses to this notice, is solely within the discretion of the Government.
