Description
This is combined synopsis/solicitation for a commercial brand-name or equal software and maintenance in accordance to FAR 13.106, as supplemented with the additional information included in this notice. U.S. Department of Education, Office of Federal Student Aid (FSA) is soliciting a brand-name or equal product that shall be comparable or superior to the features and functionalities of the current Applimation Informia software. FSA has a need for a software product or package to use at its Virtual Data Center (VDC) to support the Financial Management System (FMS), and its need to archive financial data. Data from FY2007 and older have been archived from the FMS production database and will need to be accessed through this tool. The archiving process reduces the size of the FMS production database and allows for improvement in performance. Applimation Informia Software is currently installed in FSA's VDC and is being used to archive Oracle Financials data, which is currently used by FMS. Informia integrates with Oracle Financials 11.0, creates archiving routines for custom transactional tables, and creates analytical tables. Informia provides an archive environment for FMS that has reduces the size of the Production Oracle Financials environment, custom tables, and flat tires. It also provides an inexpensive alternative to production-level storage, a long-term data storage solution, and an archive environment that can be leveraged throughout the VDC in support of FSA. The software will be installed on a HP UNIX 3440 with two (2) CPUs and 12 GB of memory, which is located at the VDC. FSA Requirements The desired software shall have the following functionality and capabilities: • Must be a COTS product and Section 508 compliant. • Compatible with the hardware specifications cited above • Must retain current Fiscal Year data and the data to support the preceding Fiscal Year • Must provide data in the General Ledger (GL) including the Journal Batches, Headers, Lines and GL Balances should be accessible within a two-day timeframe • Must provide accessibility of GL data with a minimum of coordination between FSA and Contractors and should be presented similar to Federal Student Aid, Financial Management System Oracle • Must provide data supporting the financial GL data and should be accessible within a two-week timeframe • Must retain data in the archive for a minimum of 10 years • Must provide installation support and ongoing customer service • Cost Effective Instructions Although the government is most interested in identifying small business sources, this solicitation is not a small business set-aside. Interested parties shall submit their response via electronic mail to individuals identified below in the specified format: A. Comparative matrix of features and functionalities between the proposed product(s) and current licenses including initial cost for integration/implementation services (MS Excel format and not to exceed 5 pages). B. Quote for the license and maintenance of the proposed product(s) including two (2) one-year option periods for maintenance renewal out-years. Quote shall be valid for 180 calendar days from the date of submission (MS Excel). C. Demo copy of the proposed product(s) at no cost to the Government for seven (7) months in order to test and evaluate proposed solutions. The Government shall evaluate all offers/quotes based on the technical features and functionality of the proposed solutions and total proposed pricing including integration/implementation services. Non-cost and cost factors are equal in importance. Final award decision shall be based on best value determination. Responses to this notice shall be sent to Ms. April West at April.West@ed.gov and Ms. Kenneth Bell at Kenneth.Bell@ed.gov. All interested parties must respond by the due date and time. No additional extensions or exceptions will be granted.
