Description
This is a notice of intent from the Naval Air Systems Command (NAVAIR), Patuxent River, MD to issue a Cost Plus Fixed Fee (CPFF) delivery order, on other than full and open competition basis, under an existing Basic Order Agreement N00019-10-G-0003 with Northrop Grumman Corporation, San Diego, CA. This requirement will provide a System Requirements Review (SRR) for the Multi-Mode Radar (MMR) subsystem for use on the Vertical Takeoff and Landing Tactical Unmanned Air Vehicle (VTUAV). The effort will identify the system level requirements applicable to the Integration of a MMR subsystem. The VTUAV with MMR subsystem is scheduled to be fielded in mid 2011. NAVAIR intends to procure the SSR under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1, as this firm is considered the only supplier for this requirement, as they are the sole source designer, manufacturer, and integrator of the VTUAV baseline system at this time. This notice of intent is not a request for competitive proposals. However, all responses to this synopsis received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
