Description
RECOVERY ACTION. FOR INFORMATIONAL PURPOSES ONLY. DUNS 007113228. The modification includes work for Wind Energy Technology Reseach and Development (R&D) and Testing in three areas: • Sandia Corporation (Sandia) will provide documentation on the generic wind turbine models that were developed as a collaborative effort by the Western Electricity Coordinating Council (WECC) Wind Generation Modeling Group. • Sandia will collaborate with the University of Massachusetts Lowell in assessing the impact of wind turbine blade defects, and developing quality assurance and diagnostic tools in manufacturing and testing of wind turbine blades. • Sandia will work with Alpha STAR Corporation to analyze failure mechanisms in a composite wind turbine blade and develop a redesigned blade optimized for failure resistance and low weight. Specifically, Sandia will develop and deliver finite element blade models, and data from material, ultimate load, fatigue, and field tests. The action is other than fixed price because work assigned to the Sandia Corporation through the issuance of a work authorization (WA) pursuant to the terms and conditions of their prime management and operating contract, which was awarded as a cost reimbursement type contract due to the uncertainties in contract performance. Cost cannot be estimated with sufficient accuracy to use any type of fixed price contract as the exact nature and duration of the work is uncertain. The use of a separate fixed price award to Sandia Corporation for the WA is inappropriate because this is issued under an existing cost reimbursable contract. Sandia was selected by the Department of Energy to participate in this American Recovery and Reinvestment Act (ARRA) work due to the expertise at Sandia National Laboratories in the subject matter. The funds will ensure the best selection of grantees proposing the best approach in support of new, expanded or re-equipped domestic manufacturing facilities with a goal of growing the domestic manufacturing industrial base with clean energy, sustainable economic growth, job creation, and reduced generation of greenhouse emissions. The work falls within the Office of Energy Efficiency and Renewable Energy which is covered by the prime contract Statement of Work, paragraph 3.3, entitled “Energy Efficiency and Renewable Energy” that states: “The Contractor shall provide research, design and manufacturing capabilities for solar electric technologies (solar thermal and photovoltaic), wind energy, geothermal energy systems, industrial and transportation applications, fossil energy programs, electric power systems, hydrogen power technologies and battery systems for utilities and transportation.” NOTE: This action is awarded under prime contract Modification no. A369 that recognizes Work Authorization no. 100254-20758-10 issued under M&O Contract number DE-AC04-94AL85000. This action is funded by Recovery Act dollars.
