- Solication for Hand Cleaner The Request for Quotation (RFQ) is for a fixed-price contract for supplies. Please see RFQ for complete requirements. Offerors must meet conditions in RFQ. Please read attached RFQ thoroughly and complete in its entirety before submitting via EMAIL ( alan.craig@gsa.gov ), before stated closing date and time. Both National Stock Numbers (NSNs) are Federal Stock Class (FSC) 8520. Award will be made line item by line item IAW M-FSS-301-A. Offers containing product meeting the minimum bio-based content criteria of 64% shall receive a 25% pricing preference. This shall be accomplished by adding 25% to the lowest technically acceptable non bio-based offer for price comparison purposes. In order to obtain this preference, offerors must provide a certification that the item meets or exceeds the bio-based content requirements for the offered item. Copies of test reports must be provided which demonstrate the amount of bio-based carbon in the offered product as a percent of the weight (mass) of the total organic carbon in the offered product. The test(s) must have been in accordance with 7CFR 2902.7(c).
