Description
The Naval Surface Warfare Center, Port Hueneme Division (PHD NSWC) provides the following information for the purpose of obtaining market research for potential Small Businesses within the North American Industry Classification System (NAICS) Code 541620, Size Standard $6.5M. This action is not a formal Request for Quote (RFQ). BACKGROUND: The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) Environmental Office, requires Environmental Management Support Services. NSWC PHD has embarked on establishing standard processes and solutions where it makes good business sense as a method of reducing non-compliance and facilitating best management practices. The Environmental Management System (EMS) is a tool NSWC PHD uses in deploying standardized processes as a method of reducing non-compliance and non-conformance. Develop and promote standard approaches for addressing and resolving common environmental initiatives, practices processes and problems. SCOPE: Provide environmental support in the achievement of compliance with applicable environmental laws and regulations of the Federal government, Department of the Navy (DON) and the localities and states in which NSWC PHD Detachments operate (Louisville, KY; White Sands, NM; Virginia Beach, VA: and San Diego, CA.) Support will include the management of environmental programs and projects for all environmental media. Provide procedures, actions, and guidance to assist in implementing the EMS that meets NSWC PHD mission needs which include documentation support that addresses the requirements of Executive Order 13423, OPNAVINST 5090.1C series, DOD 5000.1, 2, SECNAVINST.2C: risk associated with sustainment and modifications of system and other applicable instructions, directives, policies and regulations. All tasks require a thorough knowledge of current environmental laws and regulations which impact DON environmental programs as well as a broad range of technical expertise in a variety of disciplines, such as, risk communication, knowledge of chemicals, NEPA process, environmental compliance afloat, air quality management, technical editing and administrative procedures; interview NSWC PHD Detachment personnel to ensure applicable Federal, State and local regulations, Navy instructions, policies, and directives; and Detachment specific instructions and procedures. Personnel Qualifications: The contractor should have a BS or BA degree in environmental science, environmental studies, environmental management or environmental engineering and possess environmental program certification e.g. ESOH Acquisition Integration, NEPA, EMS Auditors certification, as well as, three years minimum experience performing environmental work assignments. The contractor shall be skilled in writing technical reports; proficient in Microsoft Word, Outlook, Excel and Project Manager Software. Security Clearance requirement: Obtain and maintain a minimum security clearance level of secret. The performance period will span five years and include a twelve-month base period and four-twelve month option periods. A Fixed Price contract is anticipated and will be a best value source selection. This requirement is a potential Small Business Set-aside. It is required that all interested Small Businesss respond with a two (2) page capability statement.
