Description
In accordance with FAR 15.201(c)(3), The Europe District US Army Corps of Engineers (USACE) is seeking information from contractors who can construct a new NATO Special Operations Forces Coordination Centre (NSCC) Admin Headquarters in Mons, Belgium to include a parking area, and connecting roadways). Also included is a lobby, administrative offices, break/training room, janitor closet, storage rooms and separate male and female restrooms for Executive Staff, separate from staff restrooms, server, and mechanical rooms. Supporting facilities include electrical service, water, sewer, walks, curbs, service access road, parking, information systems, video monitoring system, storm water drainage, site improvements and anti-terrorism/force protection measures. The facility will be handicapped accessible. We are planning to issue the solicitation in two phases. Phase One would be to issue the solicitation package with 35% of the drawings with building applications filled out and to request back the technical portion of the proposal for evaluation for award. Phase Two would be issuance of the drawings at 75% with a request for price submission. Award of the contract would be made after Phase Two with no revisions allowed to technical information received under Phase One. We are considering utilizing the following technical factors for Phase One: Factor 1, Construction Experience emphasizing work of similar nature; Factor 2,Managmenet Plan emphasizing Organizational Structure, Execution Plan and Schedule; and, Factor 3, Past Performance as related to projects submitted under Construction Experience and that demonstrate timeliness, problem resolution, quality and customer satisfaction. Note that the contractor would be responsible for 25% of the AE design for completion. The disclosure of the magnitude of the construction project in accordance with DFARS 236.204(i) is between $10,000,000 and $25,000,000. We would like to know the following: 1) Are you interested in providing the work as described above? 2) Will your firm be able to submit a proposal using the two phase procedures above? 3) Can your firm submit completed technical factors, in particular execution plan and schedule, with 35% of the drawings provided? 4) Any other issues or concerns? Open for response/feedback. The Federal Supply Code (FSC) is C111; the North American Industry Classification System (NAICS) code is 236220.
