- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. The Naval Undersea Warfare Center Division Newport intends to place a firm fixed price, sole source, contract with Rowan University for the : Develop and investigate new magnetoelectric devices based on magnetoelastic/piezoelectric with broadband tenability. At this time, Rowan University is the only source qualified to furnish the required services IAW the Statement of Work, as Rowan University holds specific instruments developed at Rowan by the faculty that will be used in this effort. There is no other laboratory and/or supplier of these precise magnetoelastic properties measurements. This acquisition will be processed using FAR Part 13 Simplified Acquisition Procedures. NAICS Code 541330, size standard $27 million. The period of performance is 9 months from date of contract award. The notice of intent is not a request for competitive proposals. All responsible sources may submit a capabilities statement which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.
