- Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This synopsis/solicitation is issued as a Request for Quotation (RFQ) under solicitation number: FA5270-10-Q-M012. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-38, Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20091229, and Air Force Acquisition Circular (AFAC) 2009-1030. This RFQ Contains seven (7) Contract Line Item Numbers (CLINS). See Attachment 1 for Item description, quantities, and other pertinent information. Items are listed as a brand name or equal product. If quoting an "Or Equal" product, please provide specifications with quote to include: Manufacturer's Name and Model or Part Number. Delivery: Delivery time is an evaluation criteria. This requirement needs to be shipped to Tracy Depot (See address below). Please provide method of shipping and delivery date or number of days after receipt of order. Place(s) of Delivery and Acceptance: Defense Distribution Depot, 25600 South Chrisman Rd, Tracy, California 95304. Or Door to Door to: 18 MDG, Unit 5268, Bldg 626, Kadena AB, Japan 904-0000 FOB Point: Destination FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. There are no addenda to the provision. FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The following factors shall be used to evaluate offers: Price and Delivery. Delivery is of equal importance to price. IAW FAR 13.106-2(b), award will be made to the offeror that represents the best value to the government considering price and delivery. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, along with Alternate I. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders-Commercial Items, applies to this acquisition. Under para (b), the following provisions and clauses apply: 52.222-19, Child Labor--Cooperation with Authorities and Remedies; 52.222-26, Equal Opportunity; 52.225-13, Restrictions on Certain Foreign Purchases; 52.232-33, Payment by Electronic Funds Transfer--Central Contractor Registration The clause at DFAR 252.212-7001 Contract Terms and Conditions Required to Implement Statues or Executive Orders applicable to Defense Acquisition of Commercial Items, applies to this acquisition. Under para (a) and (b), the following clauses apply: 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports; 252.247-7023, Transportation of Supplies by Sea with Alternate III Clauses and provisions may be accessed in full text at http://farsite.hill.af.mil/ DPAS assigned rating is not applicable.
