- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) anticipates awarding a sole source order to Delphi Corporation, Troy, MI for delivery and installation of a 30-cell solid oxide fuel cell stack (SOFC) system at NUWCDIVNPT. The requirement includes engineering support to set-up and initiate fuel processor testing. The contractor will also perform post run autopsy and analysis of the stack. The focus is the use of SOFC in Unmanned Underwater Vehicles (UUV). The order will be awarded on a Firm Fixed Price basis under FAR part 12. The sole source is based on investigations of other stack technologies have shown either unacceptable levels of gas leakage, lower power density or too high an operating temperature. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO.
