Description
HEALTH RESOURCES AND SERVICES ADMINISTRATIN INFORMATION CENTER RPP NUMBER: HRS28236 The Department of Health and Human Services (DHHS), Health Resources and Services Administration (HRSA) is soliciting to obtain the services to support the ongoing operation of the HRSA Information Center, which serves as a national central point of entry for information and referrals on all of HRSA's programs. The services required include developing, maintaining and operating the HRSA IC/ICS electronic system, which includes a web site and database functions to store and facilitate publication information dissemination and distribution and enable the full functionality of the associated information/fulfillment call center; storing, packaging, developing, and distributing publications; maintaining and managing an automated mailing/inventory control system; providing logistical, management, storage, and shipping support for HRSA exhibits at national professional meetings; and planning, researching, and writing new and revised resource materials. This contract represents a multifaceted operation requiring expertise in web development, logistical planning and execution, and communications delivery which requires a level of sophistication and resources. The contractor shall be responsible for: (1) the interface with HRSA program staff, gathering information to be shared with the public and other inquirers, as appropriate; (2) maintaining and develop new functionalities for the HRSA Information Center Integrated Clearinghouse System (HRSA IC/ICS), the electronic system within the HRSA IC composed of a multifunctional database and web site, which provides for the coordination and operation of the larger HRSA IC enterprise, enabling online and telephonic delivery of Agency information and products, and facilitation of the inventory management, ordering and delivery of HRSA products through the U.S. Postal system or other carriers, as appropriate; (3) providing for the management, security, and documentation of the HRSA IC/ICS, adhering to all relevant HRSA and government wide policies governing these requirements; (4) providing HRSA programs with information and product storage, dissemination, and fulfillment services, on an as-needed basis; (5) providing online and toll-free inquiry response and tracking services, including the ability to track users with multiple inquiries and make referrals to program-specific technical assistance and resource centers; (6) filling the need for information and resource services while avoiding duplication of effort with other HHS/HRSA information activities; (7) identifying screen and acquire organization and bibliographical information for a database of organizations and resources related to HRSA programs; (8) disseminating print and audiovisual materials for HRSA programs; (9) providing publications and multimedia storage, inventory and distribution services; (10) providing logistics support for HRSA's National Exhibit Plan and cross-cutting conferences and meetings; and (11) providing information dissemination support including writing, editing, design services and other support services as needed to promote HRSA-wide initiatives. The proposed acquisition listed herein is a 100% Small Business Set-Aside. The NAICS code is 541519 with a size standard of 25 million dollars. The anticipated period of performance is for a twelve (12) month base year with four 12 month option years. This is a pre-solicitation notice and not a request for proposals. The solicitation document (RFP) will be posted at this site www.fedbizopps.gov approximately fifteen (15) days from the date of this notice and can be downloaded by looking under the main menu for HHS/Office-Health Resources and Services Administration/locations-Division of Procurement Management. The closing date for receipt of proposals will be approximately thirty (30) days after issuance/posting of the RFP.
