Notice to Offerors - US Flag Carrier Requirements Past Performance Questionnaire Certifications Relevant To Public Law 99-399, Statement of Qualifications for Purpose of Section 402 of The Omnibus Diplomatic Security and Antiterrorism Act of 1986 Requirements for Submissions Department of State 2010 Design-Build Contract for Standard Embassy Design (SED) New Embassy Compound (NEC) Notice of Solicitation of Submissions for Contractor Pre-Qualification THE U.S. DEPARTMENT OF STATE (DOS), Bureau of Overseas Buildings Operations (OBO) is requesting submissions to pre-qualify firms for Design-Build (D/B) services for the design and construction of a Standard Embassy Design (SED) New Embassy Compound (NEC) and housing in Islamabad, Pakistan. The project is described below. 1. Project Description(Secret Facility and Personnel Security Clearance Required) SAQMMA-10-R0092: Islamabad, Pakistan NEC and Housing Project Islamabad, Pakistan NEC. The project will consist of the design and construction of a New Embassy Office (NOB), new office annex building (NOX), Marine Security Guard Quarters (MSGQ), general services offices and warehouse, central utility plan, site utilities and infrastructure, compound access facilities, and demolition of existing buildings on the US Embassy Compound in Islamabad, Pakistan. Approximate Site: 168,000 square meters. New buildings area: 79,000 square meters; Estimated design-build cost: $530 - $630 million Islamabad, Pakistan Housing. The project will consist of the design and construction of a permanent staff housing buildings, recreation and support structures, central utility plan, site utilities and infrastructure, and compound access facilities on newly acquired property for the US Embassy Compound in Islamabad, Pakistan. Approximate Site: 48,600 square meters; New buildings area: 75,000 gross square meters; Estimated design-build cost: $140 - $200 million NOTE: This is a single project – not available for separate qualification. 2. Project Solicitation - The project solicitation will consist of two phases. Phase I – Pre-Qualification of Offerors This announcement of solicitation of pre-qualification submissions is Phase I. DOS will evaluate and rate the pre-qualification submissions based on the procedure and evaluation criteria set forth below. DOS may refuse to pre-qualify any Offeror receiving less than a satisfactory rating on any evaluation factor or sub-factor. The solicitation for the Islamabad NEC may be awarded on a best value basis. Firms submitting information for qualification shall explain how they would address the following criteria in a proposal to construct the Islamabad NEC: Overall project cost; Management of a large multi-phase project; Schedule management; Logistics management to include site and transportation security; Design excellence; Life cycle cost management; LEED conformance and sustainability; Safety; Maintainability and operability; and quality. Firms submitting prequalification packages may be required to make live presentations to the Department, not to exceed four hours in length. The Government may conduct an information session for interested Offerors prior to the receipt of pre-qualification submissions. The Government does not expect to qualify more than five offerors to submit complete proposals for the project. Phase II – Requests for Proposals from Pre-Qualified Offerors Those Offerors determined to be pre-qualified in accordance with this notice will be issued a formal Request for Proposal (RFP) for each project and invited to submit proposed pricing in Phase II. Each RFP will include a statement of work, standards, and criteria for each project that set out the project scope, design requirements, design process, design documentation, design expertise, construction process, post-construction activities, reference drawings and specifications, codes and standards, and security requirements. *****************************************SEE ATTACHED***********************************************
