Description
SOLICITATION FOR CHARTER VESSELS This is a combined synopsis/solicitation. The U.S. Department of Commerce (USDOC), National Oceanic and Atmospheric and Administration (NOAA), and National Marine Fisheries Service, Pascagoula, MS intends to Charter Long Line Vessels to Conduct Blue Fin Tuna Mitigation Research in the North Gulf of Mexico. The Government proposes to conduct scientific research in consultation and cooperation with the domestic pelagic longline fleet in the Gulf of Mexico. The objective of the research will be to conduct a study to develop and assess the efficacy of new technologies and changes in fishing practices in reducing the bycatch mortality of bluefin tuna in the directed yellowfin tuna fishery. The proposed work is a continuation of research conducted by the NOAA Fisheries Mississippi Laboratories, Harvesting Systems Branch which started in 2007 to examine "weak link" concepts which would allow bluefin tuna to escape capture on pelagic longlines, while retaining yellowfin tuna. This is a small business set-aside. The NAICS code for this action is 488390. This acquisition is 100% small business se-aside. This support service is being procured under the guidelines of FAR Part 12, Commercial Items Procedures. The solicitation can be uploaded from this anouncement. The date offers are due shall be given on the solicitation. The government requires that all contractors doing business with the government must be registered with the Central Contractor Registry (CCR). In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. The government now requires all contractors submit their Certification and Representation thru the on-line Business Partner Network (BPN).
