- RECOVERY ACTION. FOR INFORMATIONAL PURPOSES ONLY. DUNS 007113228. The modification addresses the following work: The work is for Lighting Research and Development. The objective of the project is to investigate the effect of Gallium Nitride (GaN) orientation on the Internal Quantum Efficiency (IQE) and External Quantum Efficiency (EQE) of green Light-Emitting Diodes (LEDs). The action is other than fixed price because work is assigned to the contractor (Sandia Corporation) through the issuance of a Work Authorization pursuant to the terms and conditions of the prime management and operating contract, which was awarded as a cost reimbursement type contract due to technical and cost uncertainties in contract performance. Costs cannot be estimated with sufficient accuracy to use any type of fixed price contract as the exact nature and duration of the work is uncertain. Sandia was selected by DOE to participate in this American Recovery and Reinvestment Act (ARRA) work due to the expertise at Sandia National Laboratories in the subject matter. The work falls under prime contract statement of work paragraph 3.3 which states: “The Contractor shall provide research, design and manufacturing capabilities for solar electric technologies (solar thermal and photovoltaic), wind energy, geothermal energy systems, industrial and transportation applications, fossil energy programs, electric power systems, hydrogen power technologies and battery systems for utilities and transportation.” NOTE: This action is Modification no. A368 that recognizes Work Authorization No. BT-100003-20717-10 issued under M&O Contract number DE-AC04-94AL85000. This action is funded by Recovery Act dollars.
