Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. NOTE: THIS Acquisition is UNRESTRICTED. 1) This is a combined Synopsis/Solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. 2) Solicitation W912P910T7036 is issued as a Request for Quote (RFQ). 3) The solicitation document and incorporated provisions and clauses are those in effect through FAR Circular 2005-11 and Class Deviation 2005-o0001. 4) The solicitation is an UNRESTRICTED Acquisition. 5) DESCRIPTION: The contractor shall conduct archival investigations, archaeological shovel testing at 10 meter intervals, geo-morphological coring (to a depth not to exceed 3 meters @ 30 meter interval) sufficient to determine the presence or absence of buried sites, natural levees, or terraces likely to contain evidence of the potentially significant archaeological remains, artifact analysis, preparation of completed site forms, completion of detailed technical draft and final reports of these investigations, and packaging / transmittal of artifacts to the curation repository. The total survey universe within the project area is 7680 meters (requiring approximately 842 shovel tests). Archaeological site density within this area is anticipated to be moderate to high. All fieldwork performed under the auspices of this contract shall be conducted within 2 meters of the outer edges (unpaved & grass covered) of the streets within the Eagle Park Acres. Right of Entry has been secured for these areas within the project area (plan view maps provided under separate cover). The Contractor shall provide for storage and retrieval facilities for all artifacts, specimens, records and other documents of the investigation performed under this delivery order prior to final deposition of material. All artifacts collected during this project shall be cleaned, permanently labeled, and catalogued according to the St. Louis District Curation Standards. Contractor will arrange for and transmit paperwork transferring ownership from the landowner/tenant to the repository, and will transport the artifacts to the repository. All records (field notes, photographs, reports) generated by the investigation are the property of the Corps, the contractor will prepare these for curation according to the St. Louis District Curation Standards. Corps may inspect records for compliance with Standards. Following acceptance of the draft report and inspection of the records, the records shall be curated at the Illinois State Museum (ISM). The contractor shall prepare the records for curation according to the St. Louis District Curation Checklist for Deposit of Archaeological Materials. At the time the records are transmitted by the contractor to the ISM, the Contractor shall obtain a receipt from the ISM for the records and forwards a copy of the receipt to the Government. This is a Request for Quote (RFQ) solicitation. The basis for award will be a lowest price/technical acceptable. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation requirements and will provide the best value to the government considering price only. This solicitation is a small business set-a-side. Postal service copies are required. Electronic copies are not permitted. The closing date and time for submission of offers will be 2 February 2010 at 1:00 PM local time. This combined Synopsis/Solicitation, potential offerors are responsible to check the information at www.fedbizopps.gov./. The solicitation package will be posted on FedBizOpps, which can be accessed at www.fedbizopps.gov./. The Government will not provide paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests, for the solicitation package will not be honored. Potential offerors MUST register at the St. Louis Contracting Division Home page at http://www.mvs.usace.army.mil/ct/ct/htm and/or at www.fedbizopps.gov./ in order to receive notification and/or changes to the solicitation. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps web site. Prospective offerors who would like their company name included on the IVL list may do so on the Fedbizopps website under IVL. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. All interested parties MUST be registered in the Central Contractor Registration (CCR) Database and have completed On-Line Representation and Certifications Application (ORCA) in order to receive a contract award.
