Description
Sources Sought Synopsis The Agency for Healthcare Research and Quality (AHRQ), of the U.S. Department of Health and Human Services (HHS), is conducting a market survey to seek potential small business sources, including 8(a), small disadvantaged, HUBZone, woman-owned business and service disabled veteran-owned small business, which has the capability to establish and maintain a Prevention and Care Management Technical Assistance Center (PCM-TAC) over the next five years (2010-2014). AHRQ is seeking potential sources from qualified small business firms under NAICS Code 541611 (size standard - $7 million) which can demonstrate the knowledge, skills and capacity to support AHRQ’s Prevention/Care Management Portfolio. Sources sought must be capable of establishing, and maintaining the PCM-TAC, which will be a central resource for AHRQ’s Prevention/Care Management Portfolio. The mission of the Portfolio is to improve the quality, safety, efficiency, and effectiveness of the delivery of evidence-based preventive services and chronic care management in ambulatory care settings. The Portfolio fulfills AHRQ’s Congressionally mandated role to convene the United States Preventive Services Task Force (USPSTF). The PCM-TAC will support the Portfolio in its work to build evidence and facilitate improvements in primary care related to evidence-based preventive services and the integration of health information technology, care coordination, patient activation/self management support, and linkages between clinical practices and community-based/public health interventions for prevention and care management. It is anticipated that the PCM-TAC will help build the Nation’s capacity for effective work in transforming primary care to prevent disease, promote healthy behaviors and effectively management chronic conditions, with a special emphasis on building successful collaborations across the clinical services, public health, and community sectors. The PCM-TAC will use multiple methods (including direct technical assistance, knowledge transfer, and dissemination of tools, resources, and research results) to maximize the benefit of Agency and Department investments in prevention and care management research and interventions. Sources must have a core understanding of and experience in: primary care, prevention, quality improvement implementation, behavior change, care coordination, self management support, quantitative and qualitative research methods, and health communications. Sources should have a deep understanding of programs within HHS and the diverse populations served by the Department. In addition, Sources should understand comparative effectiveness research as it applies to prevention, care management and patients with multiple chronic conditions. Key activities that the PCM-TAC may conduct for AHRQ’s P/CM Portfolio include, but are not limited to the following: 1.Conducting learning networks for multiple audiences, including developing curricula which may involve complex research methodology, teaching, developing a collaborative portal/Website, providing logistical support for the networks 2.Providing direct technical assistance to groups and individuals, including: assisting with the development, management, and dissemination of public use data; facilitating collaborations among researchers; and facilitating interdisciplinary quality improvement work in primary care organizations and settings. 3.Critically evaluating, synthesizing and organizing large volumes of information, which may include assessing and rating evidence from studies that vary widely in content and methodology 4.Conducting formal external evaluations of programs, tools, and materials 5.Disseminating technical information to multiple audiences through multiple channels (print, electronic, etc.) 6.Providing specialized technical assistance in communications including graphic elements and messaging 7.Conducting health services research that may involve both qualitative and quantitative methodologies, and that may require preparation of requests for approval from the Office of Management and Budget (OMB) Sources must have staff who can work on site at AHRQ for either limited or extended periods of time. Sources must have the ability to effectively manage complex projects; demonstrate organizational structure and capabilities to meet project milestones in a timely manner; manage resources and cost expenditures; and adhere to performance based contracting and earned value management contracting. Coordinating numerous complex tasks across multiple organizations is required. Demonstration of extensive project management expertise and experience for large complex government contracts is required, specifically 5-10 government contracts of at least $25 million per contract. Key managerial staff should be certified in Project Management. Key personnel must include a technical and managerial staff with at least 5 years of direct experience in practice improvement, prevention and care management in primary care, evaluation, and health communications and multimedia with a focus on web-based tools and communications. Key personnel must also include a Project Director with a PhD or MD or equivalent experience, with at least 10 years experience as Project Director. Interested SMALL BUSINESSES ONLY should submit capability statements (no more than 25 pages in length). Capability statements must specifically address the requirements of this notice and clearly identify the firm’s capabilities to meet the criteria, including, but not limited to, information on key staff experience and education and a description of corporate experience with similar projects. Generic corporate brochures which do not address the requirements for which the firm wishes to be considered will not be considered to be responsive to this market survey. Capability statements must be received no later than 12:00 noon, (EST), on 9 February 2010.
