Description
THIS IS A PRE-SOLICITATION NOTICE. THIS PROJECT IS BEING FUNDED FROM THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA). The Department of Veterans Affairs, VISN 19, on behalf of the VA Medical Center located at 2121 North Avenue, Grand Junction, Colorado will be soliciting bids from experienced qualified Service Disabled Veteran Owned Small Business concerns to provide all necessary labor, materials, tools, equipment and services for construction of elevated parking canopies with solar photovoltaic panel (PV) systems on a portion of the south parking lot as contemplated by Project No. 575-10-109. Each canopy shall be fitted with a solar (PV) system. The PV systems of each canopy shall be connected to a central inverter. The central inverter shall in turn be connected to the Medical Center's 208 volt 3 phase, AC electrical distribution system. All construction is to meet seismic requirements for Moderately Low Seismic Zone as designated by the USGS zone map. Project work includes general construction, mechanical and electrical work, and other related work as required by the solicitation, drawings and specifications. Davis-Bacon wage rates to apply. The estimated construction range is between $500,000 and $1,000,000. The VA is going to issue an Invitation For Bids in accordance with FAR Part 14. In accordance with P.L. 109-461, this acquisition is restricted to small businesses owned and controlled by Service Disabled Veterans that are Service Disabled Veteran Owned Small Business (SDVOSB) certified. NAICS Code 237130, Alternative energy (e.g., geothermal, ocean wave, solar, wind) structure construction, is applicable to this acquisition with a Business Size Standard of $33.5 million. Solicitation documents will be available electronically on or about Monday, February 1, 2010 at the FedBizOpps website at http://www.fedbizopps.gov. NO HARD COPIES OF THE SOLICITATION WILL BE ISSUED. A site visit and pre-proposal conference is scheduled for Tuesday February 9, 2010 at 10 am and will be located in Building 6 of the Grand Junction VA Medical Center (GJMC). The GJMC address is 2121 North Avenue Grand Junction, Colorado 81501 Building 6. Prospective bidders are encouraged to attend this site visit to familiarize themselves with the project, project site and conditions which may impact your costs. Upon review of the solicitation documents, prospective bidders are encouraged to provide questions and comments, in writing, regarding the solicitation documents, prior to the scheduled site visit, to the Contract Specialist via email to angela.rand@va.gov. "GJ VA-259-09-RA-0365, PV Install Ph. 1" should be referenced on all correspondence regarding this announcement and solicitation. Opening of Bids is tentatively scheduled to be on or about March 2, 2010. All contractor work is expected to be completed within 270 days after contract award. Interested firms are reminded that in accordance with FAR Part 4.11, prospective contractors are required to have an active registration in the Central Contractor Registration (CCR) and FAR Part 4.12, prospective contractors must complete electronic on-line annual representations and certifications (ORCA) databases prior to award of a contract. Both can be accessed at the Business Partner Network (BPN) website at http://www.bpn.gov/. All SDVOSBs submitting an offer must be registered and will be verified by the Contracting Officer in the VetBiz Information pages located at http://www.vip.vetbiz.gov/. In accordance with FAR 52.204-11, American Recovery and Reinvestment Act Reporting Requirements, the successful bidder will be required to do all reporting that may be required. This announcement serves as the advance notice for this project per FAR 36.213-2.
