- PRE-SOLICITATION NOTICE Classification Code: S – Utilities and Housekeeping Services NAICS Code: 561720 – Janitorial Services Total Small Business Set Aside The Transportation Security Administration (TSA) intends to solicit quotations from Small Businesses on a firm fixed price, competitive basis, for janitorial services at the Newark Liberty International Airport, Newark, NJ. The contractor will provide all labor, equipment, tools, materials, supervision, and other items and services necessary to perform janitorial services for approximately 19,945 sq. ft. of space in Terminal A, 23,500 sq. ft. of space in Terminal B and 21,366 sq. ft. of space in Terminal C. The services will be required seven (7) days per week in a secure service area which includes checkpoints and checked baggage areas. Contractor employees will be required to meet all TSA and airport security screening requirements which include a criminal history, background and fingerprint check. This acquisition is a total small business set-aside and will be conducted in accordance with FAR Subpart 13.5. The applicable North American Industry Classification Code (NAICS) is 561720, Janitorial Services, with a size standard of $16.5 million in annual receipts. TSA anticipates publishing the RFQ on or about February 1, 2010 on the Federal Business Opportunities (FEDBIZOPPS) website www.fbo.gov. The anticipated award date is on or before May 1, 2010. The base contract term will be for one year commencing May 1, 2010 to April 30, 2011 with four (4) one-year option periods for a total of 60 months. The Statement of Work (SOW) containing performance requirements will be included in the solicitation. Additionally, all Potential Offerors must attend a mandatory site visit. Detailed instructions for attending the site visit will be included with the solicitation documents. Quotations submitted by Offerors who do not attend the site visit will not be considered. Potential Offerors are hereby notified that future information about this acquisition, including the solicitation and subsequent amendments, will only be available on the Federal Business Opportunities website. Interested parties are responsible for monitoring FedBizOpps to assure that they have the most up-to-date information about this acquisition. All responsible sources may submit a quotation in accordance with the solicitation, which shall be considered by the Agency. All responsible sources must be registered in the Online Representations and Certification Application (ORCA) and Central Contractor Registry (CCR) to include corporate banking information. By submitting a quotation, the Offeror will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the quotation. This notice is not considered to be a commitment by the Government, nor will the Government pay for information solicited. No basis for a claim against the Government shall arise as a result from a response to this notice or Government use of any information provided. Requests for the solicitation will not be accepted.
