Description
This project is being conducted in accordance with the American Reinvestment and Recovery Act project (ARRA) requirements. Any resulting solicitation and contract is subject to applicable ARRA provisions and clauses, including the Recovery Act reporting requirements as specified in FAR 52.204-11. The U.S. Coast Guard SFLC intends to issue a solicitation and award a contract for purchase of and removal and installation of Automatic Bus Transfer (ABT) Switches onboard eight (8) 378’ WHEC Coast Guard Cutters. The solicitation will be issued on a brand name or equal basis using the brand name ASCO. The following is a list of salient’s that will be purchased: (1) 100 Amp, Automatic Bus Transfer Switch ASCO A94231009A3D, QTY 128 EA; Mil-Spec. requirement- Transfer Switch must meet requirements of Military Specification MIL-SPF-17773 -- Shock requirements- Each transfer switch must meet requirements of MIL-S-901 for Grade A, Class1, Type A equipment - Vibration requirement- Each Transfer switch must meet requirements of MIL-STD-167-1 - Type- Each transfer switch shall be of the magnetic switching type- Control Panel- Each transfer switch shall be constructed with Interchangeable Solid State Controls. - Operator- Each transfer switch shall be constructed with Single-solenoid operator to drive contacts from one source to another. Must also have manual built-in operating handle for use if needed. - Amperage – Each Transfer switch must be rated for 100 Amps. - Voltage – Each transfer switch must be rated for 450 volts immediately adjacent to the purifier itself in the same dimensional envelope - Frequency – Each Transfer switch must be rate for 60 Hertz - Application- Each Transfer switch shall meet application 3 with in-phase monitoring with drop-out se t for 80-85% of nominal voltage and pick-up set for 85-95% of nominal voltage with single phase sensing on Normal. - Enclosure – Each Transfer switch must be contained in a dripproof enclosure. - Dimensions –Each Transfer switch must meet the dimensions of 21”H x 12” W x 13” D, 60-80 lbs. - Electrical - The electrical installations and equipment shall meet 46CFR Subchapter J, IEEE STD 45 and NEMA standards as applicable, and shall be compatible with the cutter standard 440VAC, 3 phase, 60 hertz ungrounded system. - Wiring – Shall be in accordance with IEEE STD 45 and NEMA standard ICS. - Construction- Unit shall be of modular construction to facilitate the ease of maintenance. -- (2) 150 Amp, Automatic Bus Transfer switch ACSO A94231509A3D, QTY 8 EA; Transfer switch -- Mil-Spec. Requirement- Transfer Switch must meet requirements of Military Specification MIL-SPF-17773 -- Shock requirements- Each transfer switch must meet requirements of MIL-S-901 for Grade A, Class1, Type A equipment - - Vibration requirement- Each Transfer switch must meet requirements of MIL-STD-167-1 -- Type- Each transfer switch shall be of the magnetic switching type -- Control Panel- Each transfer switch shall be constructed with Interchangeable Solid State Controls. -- Amperage – Each Transfer switch must be rated for 150 Amps.-- Voltage – Each transfer switch must be rated for 450 volts immediately adjacent to the purifier itself in the same dimensional envelope -- Frequency – Each Transfer switch must be rate for 60 Hertz -- Application- Each Transfer switch shall meet application 3 with in-phase monitoring with drop-out se t for 80-85% of nominal voltage and pick-up set for 85-95% of nominal voltage with single phase sensing on Normal. -- Enclosure – Each Transfer switch must be contained in a dripproof enclosure. - Dimensions –Each Transfer switch must meet the dimensions of 25”H x 18” W x 13” D, 100-110 lbs. -- Electrical - The electrical installations and equipment shall meet 46CFR Subchapter J, IEEE STD 45 and NEMA standards as applicable, and shall be compatible with the cutter standard 440VAC, 3 phase, 60 hertz ungrounded system. - Wiring – Shall be in accordance with IEEE STD 45 and NEMA standard ICS. - Construction- Unit shall be of modular construction to facilitate the ease of maintenance. -- 3) 300 Amp, Automatic Bus Transfer switch A94233009A3D, QTY 8 EA, Mil-Spec. Requirement- Transfer Switch must meet requirements of Military Specification MIL-SPF-17773 -- Shock requirements- Each transfer switch must meet requirements of MIL-S-901 for Grade A, Class1, Type A equipment - Vibration requirement- Each Transfer switch must meet requirements of MIL-STD-167-1 -Type- Each transfer switch shall be of the magnetic switching type - Control Panel- Each transfer switch shall be constructed with Interchangeable Solid State Controls. - Amperage – Each Transfer switch must be rated for 300 Amps. - Voltage – Each transfer switch must be rated for 450 volts immediately adjacent to the purifier itself in the same dimensional envelope - Frequency – Each Transfer switch must be rate for 60 Hertz - Application- Each Transfer switch shall meet application 3 with in-phase monitoring with drop-out se t for 80-85% of nominal voltage and pick-up set for 85-95% of nominal voltage with single phase sensing on Normal. - Enclosure – Each Transfer switch must be contained in a dripproof enclosure. - Dimensions –Each Transfer switch must meet the dimensions of 25”H x 18” W x 13” D, 100-110 lbs. - Electrical - The electrical installations and equipment shall meet 46CFR Subchapter J, IEEE STD 45 and NEMA standards as applicable, and shall be compatible with the cutter standard 440VAC, 3 phase, 60 hertz ungrounded system. - Wiring – Shall be in accordance with IEEE STD 45 and NEMA standard ICS. - Construction- Unit shall be of modular construction to facilitate the ease of maintenance. The contractor will be responsible for providing all labor, material, tools and manpower to remove the ABT switches and replace 1 shipset onboard each 378’ WHECs Coast Guard Cutter. A shipset consists of the following: (1) ACSO 100 AMPS = 16 EA, (2) ASCO 150 AMP = 1 EA, (3) ACSO 300 AMPS – 1 EA -- The solicitation will address the timeframe and geographic locations of the Coast Guard Cutters. The solicitation will be posted on FedBizOpps on or about 02/05/10. It is the contractor’s responsibility to check FedBizopps on a regular basis for the solicitation and any amendments issued. Contractors shall be registered in the Central Contractors Registration (CCR). To register in CCR go to www.bpn.gov.
