Description
The U.S. Fish and Wildlife Service, Contracting and General Services Office (CGS) in Portland, Oregon has a requirement for the San Luis National Wildlife Refuge Complex in Los Banos, California regarding heavy equipment and operators to provide earthmoving services which shall include but not limited to the following: cleaning sediment from canals, and ditches, etc. Equipment will include but is not limited to the following: crawler-dozer, excavator, wheel loader, all-wheel drive or articulated big-wheel dump trucks. The Government intends to award up to four Multiple Award Task Order Contracts (also known as Indefinite Delivery/Indefinite Quantity Contracts) but reserves the right to award only one MATOC Contract. The Government shall compete future task order requirements amongst the MATOC awardees. The Government shall evaluate offers and select the awardees utilizing the Best Value Continuum in accordance with FAR 15.101. All evaluation factors and significant sub factors that will affect contract award and their relative importance will be clearly stated in the solicitation. The coverage area includes the San Luis National Wildlife Refuge in Los Banos, CA; Merced National Wildlife Refuge in Merced, CA; and San Joaquin River National Wildlife Refuge in Vernalis, CA. Work to be performed under the MATOC's will be within North American Industry Classification System (NAICS) code 237990, Other Heavy and Civil Engineering Construction (size standard $33.5 million) and 237310, Highway, Street, and Bridge Construction (size standard $33.5 million). Individual task orders may range between (estimated) $2,000 - $500,000. Each MATOC contract awarded will contain a basic 12-month period and four, 12-month option periods. The total minimum and maximum quantity of services the Government will acquire under the contract(s) will be stated in the solicitation. In accordance with the Small Business Competitiveness Demonstration Program under 19.10 of the Federal Acquisition Regulation, this acquisition is unrestricted (open to large and small businesses). The solicitation is expected to be issued (approximately) on or about February 9, 2010 and the response date will be 30 days (approximately) from the solicitation issued date.
