- RECOVERY: THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY AND IS IN COMPLIANCE WITH THE TRANSPARENCY AND ACCOUNTABILITY REQUIREMENTS ASSOCIATED WITH THE SUPPLEMENTAL APPROPRIATIONS PROVIDED BY THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009, PUBLIC LAW 111-5. This serves as notice of award of Task Order T008 against contract EA1330-09-CQ-0042 for services to update the NOAA Acquisition Process Guide (APG) to include American Recovery and Reinvestment Act (ARRA) regulations, policies, and guidance. A time and materials task order is most appropriate as it is not possible to accurately estimate the exact extent or duration of the ARRA driven work or to anticipate costs with any reasonable degree of confidence. The contractor will update the APG to include ARRA regulations, policies, and guidance that are continuously updated and clarified. The time-and-material pricing arrangement provides for services on the basis of direct labor hours at fixed rates along with other direct costs, including travel, as required.
