Description
The U. S. Department of Housing and Urban Development (HUD) is issuing Request for Quotations (RFQ) Number Q0C5AAC0004 in support of the, Office of Policy Development and Research (PD&R)/Affordable Housing Research and Technology Division. This procurement is for a fixed price purchase order under the Federal Acquisition Regulations (FAR), not to exceed $100,000, to provide Performance Requirements for Disaster Housing. Many builders and factory built housing manufacturers possess significant capacity to construct housing built to a wide range of requirements. Absent a customer definition of their desired performance level, those decisions are typically left to the designer/builder or, at a baseline level, the building code. Although most types of disaster housing are built to government or industry standards or building codes, those standards or codes may not establish consistent standards for construction. For housing constructed to house disaster victims, identification of a body of requirements reflecting accepted performance goals would speed design and construction as well as local acceptance and implementation. Ideally, the performance levels selected would be more rigorous than any basic building code, providing additional confidence in the structural and health performance of the home. Because this effort could be applied across a variety of housing types, any potential stigma between unit types would be lessened and units could be provided based on the family requirements (size, etc.). The results of this project would be a body of performance requirements that could be integrated into virtually any procurement for housing products. Unlike some related efforts in the past, these requirements would be used by the Federal government in their procurement efforts and would inform the discussion of other housing stock. The work requirements will be set out in the Statement of Work which will be within the Request for Quotations (RFQ). The proposed Purchase Order is for a performance period of 34 weeks. The proposed contract is 100% set aside for small business concerns. The North American Industry Classification System (NAICS) Code is 541710, and the size standard is 500 Employees. Solicitation package will be available on or about February 9, 2010. Quotations will be due on or about March 2, 2010.
