Description
The U.S. Marshals Service, Justice Prisoner and Alien Transportation System (USMS-JPATS) is hereby soliciting potential sources to perform a one-time maintenance, inspection, and alteration evolution affecting SAAB 2000 turboprop aircraft serial number 2000-028. This evolution will coincide with the four-year inspection cycle recommended by the SAAB Aerotech Low Utilization Maintenance Program (LUMP) with additional requirements set forth in FAR Part 39 for applicable Airworthiness Directives, SFAR 88 Fuel Tank System Fault Tolerance Evaluation Requirements, and service data compliance deemed as mandatory by SAAB Aerotech. The work scope will extend to optional alterations and collateral maintenance at the discretion of the U.S Marshals Service. All work will be performed, inspected, approved, and documented in accordance with US Code Title 14 Federal Aviation Regulations Parts 43 and 91. The offeror will provide suitable facilities, equipment, tooling, specialized skills, and logistics support as required. Access to FAA-approved and FAA-acceptable data will be provided as required by the US Marshals Service or by the respective vendor at cost. The offeror will be required to demonstrate capability in the maintenance, repair, and overhaul of transport category aircraft and the SAAB 2000 aircraft in particular, including in-house or outsourced capacity to service aircraft mechanical, hydraulic, electrical, sheet metal, composite structure, and avionics systems with access to Non-Destructive Inspection and Testing resources as required. The work is expected to span approximately 60 to 90 days, beginning in May 2010, which includes allowances to rectify material deficiencies discovered in conjunction with scheduled inspections and alterations. The USMS-JPATS will require onsite access to monitor conformance and will ferry the aircraft as required. This is a market survey / sources sought for informational purposes only, and shall not be construed as a Request for Proposal. Currently, there is no solicitation document available; no reimbursement will be made for costs associated with responding to this announcement; and no telephone calls about this announcement will be accepted or acknowledged. All responses must be submitted via e-mail in accordance with these instructions. Request firms having the capability to provide the one-time maintenance, inspection and alteration evolution submit a capabilities statement demonstrating their ability to fulfill the requirement. In addition, responses to the announcement must provide detailed, yet concise information about the company's qualifications and experience in providing the required services in the past three (3) years, including to the Federal Government, if applicable. Project information shall include: 1) the types of planes serviced; and 2) the extent of the maintenance provided. Also, the response must denote the firm's business size status (i.e., large; small; 8(a); small disadvantaged; HUBZone; service disabled, veteran owned; etc.). The applicable NAICS Code is 488190. The small business size standard is $7.0 million average annual receipts. All responses must be submitted electronically to arlene.carlson@usdoj.gov and must be received no later than February 5, 2010 at 12:00 p.m. (noon) Eastern Standard Time (EST).
