- Poplar Island Bulkhead Mooring Retrofit Description of Specialized Construction This CONSTRUCTION work will require a highly experienced and specialized contractor to do the following: 1. Strategically drive piles (mooring dolphins) close to structures into the Chesapeake Bay without jeopardizing the integrity of the existing dikes, bulkhead or environment at Poplar Island. 2. Install a specialized fendering system on the existing bulkhead to withstand heavy impacts from a 250 long fuel barge. 3. Construction must be completed within 4 months from NTP. 4. Work requires heavy construction equipment such as a pile driver. Resume must include examples of past performance that justifies the companys capabilities to construct this work.
