Description
The National Institutes of Health (NIH) plans to issue a Request for Proposal (RFP) for the following services. The NIH Division of Personnel Security and Access Control (DPSAC) is soliciting contractual support to provide both administrative and adjudicative expertise necessary to execute the NIH personnel security program. The services potentially needed from the contractor to provide support to the DPSAC includes to: (1) Provide Identity-Proofing Services, (2) Data Entry Services, (3) Database Look-Up/Checking and Initiation, (4) Appointment Scheduling Services, (5) Document Collection and Case Review, (6) Fingerprint and Photo Capturing, (7) Numeric Password Reminder, (8) User Acceptance Agreement Reminder, (9) e-QIP Initiation and Re-Initiation and Follow-Up, (10) Coordination with the Division of International Services (DIS), (11) Personnel Security File Creation, (12) Maintenance, Updating, Retrieval, Scanning and Close Out, (13) Coordination with Access Control, (14) Coordination with the Division of Police, (15) Coordination with the HSPD-12 Program Office, (16) Case Management Services, (17) Adjudication Services, (18) General Office Services and other Administrative Support. The anticipated period of performance is for a base period of twelve months with two (2) twelve months option periods. This procurement is 100% set-aside for 8(a) small businesses. The North American Classification Code (NAICS) is 561611 with a size standard of $12.5 million. The Government anticipates award of a fixed-price, requirements type contract. Solicitation NIHOD2010186 will be made available on or about February 8, 2010 and will be posted to the Federal Business Opportunities website, http://www.fedbizopps.gov. All future information concerning this acquisition, including the solicitation for download and any amendments to the solicitation, will be distributed solely through this website. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information concerning this acquisition. Any requests for hard copies of the solicitation will not be honored. This solicitation shall be procured as a commercial item under FAR 12.
