- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane Division has a requirement for 100 ea of Rantec 110194-001 (Brand Name Sensitron P/N: SEN-3279-001) High Voltage Diode Blocks and also the testing and screening of those parts. Note - This is a Sole Source Procurement - Brand Name Only basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" and FAR 6.303 and 6.304. The basis for restricting competition is the highly technical and complex requirements the Diode Blocks must possess and testing criteria that must be satisfied to be an acceptable product. In addition, the duplicative cost to the Government to utilize another source to satisfy the Government's requirements. This must meet form, fit, function, and compatibility. The Government does possess a Technical Drawing Package (TDP) for this procurement that is available on a restrictive basis only. To request the TDP: Contractors must be properly registered in the Government's Central Contractor Registration (CCR) and in the Joint Certification Program (JCP) in order to receive the TDP for this procurement. Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-888-227-2423, or via the internet at www.ccr.gov. Information about the JCP is located at http://www.dlis.dla.mil. The technical drawing package will be posted to FedBizOpps at the same time the solicitation is posted. FedBizOpps may be accessed at http://www.fbo.gov. This solicitation is being issued pursuant to the procedures at FAR 13. Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N00164-09-T-0092 http://www.crane.navy.mil/acquisition/synopcom.htm is hereby issued as an attachment hereto. All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
