- This is a sources sought notice and is not a request for proposal or bid. The intent of this sources sought notice is to determine if there are 8(a), Service Disabled Veteran Owned (SDVO), and HUBZone small businesses that are qualified and capable of performing small to medium size Design/Build Construction projects at Fort Bliss, TX. The Mission & Installation Contracting Command, Directorate of Contracting, Fort Bliss, Texas is seeking information to verify that there are qualified and capable 8(a), SDVO, and HUBZone sources available to perform relatively small Design/Build Construction projects at Fort Bliss that will range from $2,000.00 to $500,000.00 with an average project being between $25,000.00 to $50,000.00. The Government is looking for those firms with experience performing Design/Build Construction Projects; General Construction Projects; Minor Building Renovation/Repair Projects; Foundation, Structure, and Exterior Building Construction/Repair; Interior/Exterior Finishing/Repair; and Other Specialty Trade Construction. The Government is anticipating that there will be up to three (3) Multiple Award Task Order Contract (MATOC) Pools (an 8a, SDVO, and a HUBZone pool, if the market research shows there are enough qualified and capable firms within each small business set-aside category). Individual projects will then be competitively bid upon by those contract awardees within a specific MATOC pool. The lowest bidder or the best value offer on an individual project will be awarded a Task Order to complete the work. Individual projects would be rotated among the individual MATOC pools in order to evenly distribute the workload at Fort Bliss. The primary applicable North American Industrial Classification System Code (NAICS) code that this work falls under is 236220 - Commercial and Institutional Building Construction (Addition, alteration, and renovation general contractors, commercial and institutional building), The small business size standard of $33.5 million will apply. The contractor must be able to obtain bonding in the form of bid guarantee, and performance and payment bonds at the amount of 100% of the bid price which will be required for any work over $100,000.00. Those firms interested in providing information in response to this sources sought are requested to provide the following information to the Contracting Officer, Michael R. Duffy at Michael.R.Duffy@us.army.mil and Contract Specialist, Dorothy Dailey at Dorothy.Dailey@us.army.mil by the close of business on 19 February 2010: 1) Firm Name; 2) Firm Address; 3) DUNS/CAGE Code; 4) Point of Contact (POC) Information; 5) Size of Business (including number of employees); 6) Bonding Capacity (single and total); 7) Annual Revenue; 8) List the States you have performed work in; and 9) Provide information on previous work performed to include: a description of the project, POC name and phone number/email address for the owner, amount of BPA call or contract award, date when it was performed, and the number of days it took to complete.
