- Sow, drawings, and etc. Solicitation documents GSA Pacific Rim Region (GSA) requires HVAC and building automation system (BAS) improvements, and a 50 kW PV system, at the Coyle USCH, 2500 Tulare Street, Fresno, CA. The project will be design build, with basic bridging documents to be provided. The building is occupied, so work must not disrupt HVAC service during working hours. All work is subject to employees obtaining HSPD-12 background clearances. Documents must be protected in accordance with GSA document security policies. Access to the building is subject to building security and access policies. Loading dock use must be pre-scheduled. Parking is not available. Award will be on the basis of a best-value source selection considering price and nonprice factors. This solicitation is being issued for unrestricted competition under the Small Business Competitiveness Demonstration Program for NAICS 238220. Any responsible source may submit a proposal. A site visit is scheduled at 11AM PST, on January 28, 2010, 2500 Tulare Street, Fresno, CA, suite 1220. Please report to the address at 10:50 AM, GSA representatives will escort contractors to the conference room. Offers are due at 12:00 Noon Pacific time, on Friday February 12, 2010.
