- SOLICITATION NUMBER: W52P1J-09-R-0211 NAICS CODE: 611710 POINT OF CONTACT: Toni Wilcox, 309-782-5630, toni.w.wilcox@us.army.mil NOTICE TYPE: Pre-Solicitation / Synopsis The Rock Island Contracting Center (RICC) intends to issue a solicitation to procure and provide technical and other assistance to strengthen Iraqi governments by developing their ability to deliver essential services to their respective communities through academic and practical training supporting procurement and contracting; construction management; urban planning; and operations and maintenance activities throughout the Iraq Area of Responsibility (AOR). This service requires contracted organizations using multiple Iraqi Academic Institutes throughout Iraqi provinces to provide centralized classroom (theory) training and practical (lab) training, which includes the development and implementation of master plans that cover areas such as urban master planning; agricultural master planning; city and water and sewer master planning; provincial transportation study; solid master, etc. THIS SOLICITATION WILL BE ISSUED ON THE WEB VIA FEDERAL BUSINESS OPPORTUNITIES (FEDBIZOPPS) and Joint Contracting Command System (JCCS). NO PAPER COPIES OF THE SOLICITATION OR AMENDMENTS WILL BE ISSUED. No public announcement of any amendments will be made. Vendors are advised to periodically check the web page for new amendments or other updates. Any changes to the solicitation will be posted only to the website. All questions regarding this RFP must be submitted to the Contract Specialist or Contracting Officer prior to the closing date. Estimated date RFP release is on or about 16 February 2010 and closing will be approximately 30 days later. It is the Government's plan to award multiple firm fixed price IDIQ contracts for a base year and 8 1-month option periods. The Government reserves the right to obligate 100% of the requirements to one offeror in the event it is determined to be in the Governments best interest to do so. Contractors are required to be registered in the Central the Central Contractor Registration (CCR) prior to award of any resultant contract. You may also contact the CCR Registration Assistance Center at 1-888-227-2423, customer service, and request the registration form and assistance packet for completion.
