Description
REQUEST FOR INFORMATION- Sources Sought: The Department of Veterans Affairs, Office of Acquisition and Logistics, Technology Acquisition Center is seeking sources that are able to provide program guidance and technical support services, to include diffusion studies, for the Veterans Health Administration (VHA) Innovation Program, which is a program established as part of the Health and Medical Informatics Office in the VHA Office of Health Information (OHI) in collaboration with the VA Office of Information and Technology (OI&T). The VHA Innovation Program was established in recognition of the long history of field-based software innovation and the significant value these contributions make to the quality of healthcare and business efficiency. The program will allow mission critical healthcare innovations reliant on information technology to emerge from the field including all VA medical care facilities outside of Headquarters. The innovations will evolve based on collaborative constructive review by communities of interest, and be piloted in a safe harbor for innovation. Innovations that are proven and vetted from business and technical perspectives will have a pathway for organizational acceptance and diffusion. The Government is conducting market research to identify knowledgeable, qualified and experienced sources capable of providing the services described in this request for information. At this time, only responses from the following business categories will be accepted: a)Service Disabled Veteran Owned Small Businesses (SDVOSB). b)Veteran Owned Small Businesses (VOSB). c)Other small business concerns. Potential sources should be able to provide medical informatics subject matter experts (SMEs) with expertise pertaining to: Computerized Patient Record System (CPRS), clinical workflow, the management and processing of clinical data, and information and knowledge to support the practice and delivery of care. In addition, SMEs should have expert knowledge of Veterans Health Information System and Technology Architecture (VistA)/Information Technology (IT) to respond to the following types of queries: VistA/CPRS coding standards, MUMPS coding questions, Java coding questions, SQL/Cache coding questions, MS SQL Server essentials, data standardization and architecture questions, enterprise architecture, level of effort estimates for IT activities, and hardware requirements. Further, potential sources should be able to analyze healthcare Innovation diffusion techniques, define selection criteria to identify Innovation study candidates, and conduct diffusion studies. It is anticipated the VA will award a 12-month Time-and-Materials contract with two 12-month options. The NAICS code applicable to this acquisition is 541611. The Small Business Size Standard for this NAICS code is $7 Million. RESPONSES: Responses shall be submitted no later than 4:00pm EST on Wednesday, February 3, 2010 and shall be limited to two pages. The Government does not intend to pay for any information provided under this announcement. Interested sources may identify, in writing, their interest and capability to respond to this requirement. Information submitted does not constitute a proposal, but will be considered an exchange of capabilities and ideas and should address the following: "Brief summary of the company to include small business type, size and annual revenue. "Qualifications in healthcare initiatives for Government or commercial efforts. "Brief outline of previous experience in providing services requiring similar expertise.
