Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The type contract anticipated is firm-fixed price. This solicitation is issued as a Request for Proposal (RFP); FM2855 9255 0021. The solicitation document and incorporate provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-38 (effective 11 January 2010) and Defense Federal Acquisition Regulation Supplement change notice 20091229. This acquisition is unrestricted. The NACIS Code is 339113; the size standard is 500 people. Line Item 0001 - SimCapture System - 1 System SimCapture Description: an all-inclusive, wide-ranging device for capturing, debriefing, and assessing multiple types of simulation scenarios. This device connects to multiple simulators while simultaneously connecting to a computer(s) and captures the information from the scenario to include the responses of the technician, doctors, nurses performing the care, the responses of the manikins to the care provided, and the responses of the patient monitoring equipment attached to the manikins. Salient Features: 1. Must integrate with multiple types of simulators from multiple manufacturers (Laerdal, METI, etc.). Must have data partnership agreements with the numerous vendors to accomplish this. 2. Must be capable of encoding actual patient monitors and other high resolution feeds from these various simulators. 3. Must provide a complete Learning Management System (LMS)-type solutions 4. Must be able to record multiple feeds digitally, handle annotation and debriefing, and built searchable participant portfolios automatically 5. Must be web-based interface able 6. Must be able to function independently, on or offline and within a network 7. Must be able to support simultaneous remote users if necessary 8. Must have the ability to create scenario and checklist creation and collective reports 9. Must have synchronous screening 10. Must be Windows compatible 11. Must have the ability to archive information for later use/reference 12. Must be able to automatically generate trends from gathered information for physiological data for further scenarios and drug interactions 13. Must have an authoring environment for creating evaluations and running reports which will allow faculty/proctor to create evaluation forms or redefine and rerun reports accordingly based on simulator and/or medic responses gathered. 14. Must have an audio/visual capability which will allow faculty/proctors to observe procedures and communicate directly with the student. 15. Must have at least 1.5 terabytes of storage with dual drives 16. Must have S-video or composite video inputs 17. Must have 1 XGA input for use with patient monitors, etc. 18. Must have 1 RCA audio input for the audio visual capability and the ability to observe and communicate with the student during the procedure itself. Technical capability will be evaluated by how well the proposed product meets the government requirement instead of predetermined sub-factors. Evaluation Basis for Award: Award will be made to the offeror who has the lowest priced, technically acceptable proposal. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, applies to this acquisition. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. FAR 52.232-33, Payment by Electronic Funds Transfer--Central Contractor Registration, applies to this acquisition. Wide Area Workflow (WAWF) procedures apply.
