Description
This is a Sources Sought Notice only. The DOD Food Analysis and Diagnostic Laboratory (FADL) is seeking vendor demonstrations of a Laboratory Information Management System (LIMS) pursuant to Federal Acquisition Regulation (FAR) Part 10: Market Research. Demonstrations may be on-line or on-site, at vendors discretion. Full requirements will not be provided at this time. This Sources Sought Notice is intended to provide the FADL with information needed to determine an appropriate LIMS system replacement for our current outdated LIMS. The FADL provides both chemical and microbiological testing of food, water and animal feeds for the Department of Defense. The lab processes approximately 5,000 food and water samples per year and performs on average 30,000 individual test procedures. In addition the Veterinary Diagnostic Section of the lab performs approximately 15,000 diagnostic serology tests per year. The LIMS must meet the following basic requirements: 1. The LIMS must be a Commercial-Off-The-Shelf (COTS) system that requires minimal software programming or site specific re-design. 2. The LIMS program must be Web-based with appropriate login security. 3. The software must have or be capable of obtaining a Department of Defense Certificate of Networthiness (CON). 4. The LIMS will need to be capable of processing a wide variety of food types against a wide variety of tests. 5. Minimum functions required are Sample Login (fixed & user-defined fields), Test Assignment (individual & group), Results entry (audit trail and out-of-limit detection), Results Review (multiple levels) and Report Generation (hardcopy and electronic).
