Description
The US Army Corps of Engineers, Walla Walla District is seeking sources for a construction project entitled, Mill Creek Diversion Gate Operator and Electrical Upgrades. This will be a firm-fixed-price contract. Place of performance is Walla Walla, Washington. Construction magnitude is between $250,000 and $500,000. A bid guarantee of 20% will be required. 100% Performance and payment bonds will be required. The Statement of Work includes the following: -Furnish all labor, equipment, material, supplies, and incidentals and perform all work necessary to install four new motorized intake gate actuators and upgrade an electrical system from single-phase to three-phase. -The electrical upgrades include 1) remove a pre-cast concrete shed, 2) install a small pre-fabricated electrical building, 3) provide a compatible three-phase mobile generator, 4) install three light poles, 5) relocate control panels, 6) bury conductors in a new trench passing under pavement, irrigated park lawn, vegetation, and soils that contain cobble-size rock, 7) relocate and rewire existing electrical circuits on and around the dam, 8) install a variety of small new electrical equipment, and 9) perform commissioning of the system. Work shall be coordinated with the Corps of Engineers to minimize power outages. -Deliverables include an Operating & Maintenance manual. Construction performance period is during the summer. The construction period is anticipated to be July to September, 2010 and contain strict schedule requirements. If the system is not operational by a pre-determined deadline, damages are expected to be significant for each calendar day of delay. All physical work is outside. Average summer temperature in the Walla Walla vicinity is 75 degrees Fahrenheit, with high temperatures exceeding 100 degrees Fahrenheit. Contractor must have technical capabilities and management experience to orchestrate a variety of labor crafts, construction activities, and subcontractors with a high degree of efficiency in order to meet the work window constraint. Work conditions include elevated work and confined spaces. Contractor must have a past performance history of work similar to the work required. Only those firms who respond to this announcement by submitting a statement of their current or past technical experience (what the firm has done) and current or past performance (how well the firm did it) similar to or the same as the requirements stated above, will be used in the determination of whether to set aside this requirement or open it to unrestricted competition. Include your firm's bonding capacity and a statement indicating your business type (HUBZone or Service Disabled Veteran Owned small business).
