- This is a Presolicitation Notice for the following: Procurement is 100% set aside for certified HubZone Small Business Concerns. Project Name: Solar Pole Mounted Parking Lot Lights and other Additional Retrofitting Work. The North American Industry Classification System (NACIS) Code: 238210 "Lighting System Installation" The Small Business Size Standard is $14.0 million In accordance with FAR Subpart 36.204, the magnitude of the requirement for this contract is between $100,000.00 and $250,000.00 The Solicitation Number for this Project is N6300100069. The US Department of the Interior, the National Park Service, Midwest Regional Office is soliciting proposals from SBA-Certified HUBZone Small Businesses for a firm-fixed-price construction contract to provide all labor, supplies, equipment and material necessary to perform all operations required for the successful completion of the above named project. Work includes, but is not limited to: The demolishing and removing nineteen (19) existing electrically operated pole mounted parking lot lights, install twenty four (24) solar pole mounted parking lot lights, retrofit fourteen (14) solar pole mounted parking lot light fixtures and controllers from fluorescent to LED style fixtures. Six (6) of the new light fixtures, solar panels, and poles including all necessary appurtenances will be supplied by the Park. The remaining eighteen (18) shall be provided by the Contractor. Work is at five (5) different locations, all within the boundaries of Indiana Dunes National Lakeshore, Lake and Porter counties in Indiana. This is a "Best Value" negotiated procurements in accordance with FAR 15.101. Selection shall be based on the following factors: Status as an SBA-Certified HUBZone Small Business; ii) Technical Qualifications, to include relevant experience, technical approach and project management; iii) Past Performance on projects of similar scope; and iv) Price. Status as an SBA-Certified HUBZone Small Business Concern is an absolute requirement, and offers not meeting this criteria will not be further considered. Technical Qualifications and Past Performance, when combined will be evaluated equal to price. This requirement is funded under the American Recovery and Reinvestment Act of 2009 (Recovery Act). In accordance with contract clause 52.204-11 American Recovery and Reinvestment Act Reporting Requirements, the contractor is required to register in FederalReporting.gov and report certain information as required by the clause. Reports shall be submitted during the first 10 days after the end of each calendar quarter. A site visit will be scheduled for all interested and qualified parties with the time and date to be announced in the Solicitation. The Solicitation and attachments will be posted electronically on or about February 21, 2010 at the following website: www/fedbizopps.gov. All Amendments will also be posted to this website. Responses will be due approximately 30 days following the date of posting of the Solicitation unless extended. The point of contact for this Solicitation is Kathleen L. Responses from Officers' will be accepted in hard copy format only, at the address of the point of contact stated earlier in this announcement. All offers must be received by the due date and time stated in the Solicitation. This Announcement does not constitute the Solicitation.
