- Plans All questions regarding this SYNOPSIS should be submitted in writing to the following E-Mail address: Stephanie.murphree@usace.army.mil. This Acquisition shall be competed as a total HUBZone small business set-aside. This synopsis is for the purpose of a pre-solicitation notification only. The US Army Corps of Engineers, Tulsa District intends to issue a solicitation for construction of the AP3 Connecting Raile (Civil Grading and Drainage) at McAlester Army Ammunition Plant, Oklahoma. This requirement shall include the earth work portion of the construction of approximately 2.5 miles of railroad at the McAlester Army Ammunition Plant. The contract will include clearing, excavating, filling, grading, and rail bed construction from existing grade to the top of the railroad sub-ballast. Installation of railroad ballast and track will be performed by the Government once the work completed by the contractor has been accepted. The contract will also include roadwork, signage, and paving to match the grade crossings installed by the Government. The contract type will be a firm fixed price contract. The magnitude of this project is $1,000,000 - $5,000,000. The North American Industry Classification System (NAICS) code for this program is 238910, and the Classification Code of Z299, and a business size standard of $14 million. This solicitation will be issued via Internet only on FedBizOpps Website at www.fbo.gov. Notification of amendments shall be made via FedBizOpps only. It is the contractors responsibility to check the below-listed Internet address daily for any posted changes to this solicitation. No corrections and/or changes to proposals will be allowed after the proposal submittal due time and date. Estimated solicitation issue date is on or about the estimated date of November 6, 2009. Proposals are anticipated to be due on or about December 10, 2009. A site visit will be provided and the information concerning the site visit will be in the solicitation. Contractors must be registered and current with the Central Contractor Registration (CCR) under NAICS code 238990 and must have completed their Online Representations and Certifications, in order to receive a Government contract award.
