- RECOVERY--THE U.S. ARMY CORPS OF ENGINEERS, LOS ANGELES DISTRICT INTENDS TO AWARD A NEW PERFORMANCE ORIENTED CONSTRUCTION ACTIVITY CONTRACT (POCA) CONCURRENTLY WITH THE TASK ORDER. THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY HAS BEEN DESIGNATED AS AN 8(a) SOLE SOURCE SET-ASIDE AND IS AVAILABLE ONLY TO CONTRCTORS UNDER W912PL-10-D-0013-0001. 1. GENERAL WORK REQUIREMENTS: The Contractor shall provide all labor, material, and equipment necessary to perform the following Task Order Scope of Work for improving Kodachrome Road within the Rainbow Gardens Area of Critical Environmental Concern (ACEC) and Sunrise Management Area (SMA) in Clark County, Nevada. The Scope-of-Work for this Task Order includes coordination of a site meeting and reconnaissance with Bureau of Land Management (BLM) and Corps of Engineers personnel to review project requirements and constraints, and development of a Work Plan for reconstruction of the road to return it to a safe drivable condition. This Scope-of-Work generalizes major work elements and is not all inclusive. The Government will rely on the Contractor's expertise and experience to develop a written Work Plan describing the necessary actions to successfully reconstruct Kodachrome Road, and to execute this contract. The Contractors proposal shall initially provide a cost for coordinating the site meeting and reconnaissance, preparing the Work Plan for performing the road improvements, and developing a schedule based on the Work Plan. Based on the approved Work Plan or approved variation, the cost for reconstruction of Kodachrome Road will be negotiated as a modification to the Task Order. Work under this Task Order shall be performed in accordance with the specification requirements shown in the basic Performance Oriented Construction Activity (POCA) contract. 2. CLIN 0001, BASE TASK, COORDINATE SITE MEETING AND RECONNAISSANCE, DEVELOP WORK PLAN: Coordinate a site meeting and reconnaissance with BLM and Corps of Engineers personnel to review project requirements and constraints. Prepare a work plan to define the drainage, grading, slope, and environmental requirements in order to accomplish the work, as stated in Section 01000, Paragraph (7) (d) (2), of the basic contract. 3. PRICE PROPOSAL REQUIREMENTS: The price proposal shall include a cost proposal, a proposal narrative, and a proposal schedule. 3.1 Cost Proposal: The cost proposal shall include a table of contents and the information specified in Specification Section 01000, Paragraph 4, of the basic contract. The costs are to be provided in sufficient detail to allow the government to evaluate the costs. 3.2 Proposal Narrative: A written proposal narrative shall be prepared and submitted as part of the price proposal. The narrative shall include a scope of work and a detailed description of the actions required to complete the Work Plan. 3.3 Proposal Schedule: A proposal schedule shall be prepared and submitted as part of the price proposal. The proposal schedule shall be in the form of a progress or bar chart of suitable scale and show both series and parallel tasks leading to completion of the Work Plan.
