- RECOVERY: PRE-SOLICITATION NOTICE FOR THE DESIGN-BUILD CONSTRUCTION PROJECT AT INDIANTOWN GAP NATIONAL CEMTERY LOCATED WITHIN LEBANON COUNTY IN ANNVILLE, PENNSYLVANIA. THERE WILL BE NO PRE-CONSTRUCTION MEETING HELD FOR POTENTIAL OFFERORS. POTENTIAL OFFERORS MUST MAKE AN APPOINTMENT WITH THE CEMETERY FOR A WALK THROUGH. CONTACT INFORMATION WILL BE PROVIDED WHEN THE SOLICITATION IS UP-LOADED TO FEDBIZOPPS. This project is funded from the American Recovery and Reinvestment Act of 2009. The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting proposals under Solicitation Number VA-786A-10-RA-0022 for the following: The contractor shall provide all professional services, labor, materials, administration, and necessary tools to design, with the help of a Pennsylvania PE Certified designer, furnish, and install an Air-Source Heat Pump and HVAC system. Remove the existing HVAC system at Indiantown Gap National Cemetery. Proposals shall be evaluated on the following factors in the order listed. 1) Technical Qualifications 2) Past Performance 3) Price. Elevation factors for Technical Qualification and Past Performance when combined are equal to price. COST MAGNITUDE: The magnitude of this project is between $100,000 and $250,000. CONTRACT DURATION: Performance period is approximately 180 calendar days from date of receipt of Notice To Proceed. NAICS CODE: 238220SIZE STANDARD: $14 Million METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONSTRUCTION CONTRACT UNDER SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET ASIDE. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 15 to a responsible service disabled veteran owned small business responding to this solicitation. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Request for Proposal (RFP) details and specifications may be accessed ONLY via FedBidOpps at http://www.fedbizopps.gov. No telephone requests will be accepted. The solicitation will be released for issue on or about February 10, 2010, via FedBizOpps. SOLICITATION AMENDMENTS: Amendments to the solicitation will be up loaded to FedBizOpps. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers. Paper copies of the amendments will NOT be individually mailed.
