- This is a combined/solicitation Request for Quote for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is RFQ10026 and the solicitation is being issued as Request for Quote. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular 2005-38. This acquisition will be processed under Simplified Acquisition Procedures and is not a Small Business set aside, but small, small disadvantage, minority, veteran owned, and HUD zone companies are encourage to submit quotes. The National Institute of Allergy and Infectious Disease (NIAID) is issuing a Request for Quote to procure several consulting services for strategic planning. These services include 1) 2000 hours for a Senior Operations Officer; 2) 1840 hours for a Functional Analyst; 3) 1500 hours for Functional Analyst Part-time; 4) 2000 hours for a Facilitator. The objective of this acquisition is to obtain contractor support. The Contractor shall: provide qualified and experienced personnel to support a full range of activities, including 1) strategic and program planning; 2) new and in-process project planning including program deployment 3) ongoing management, operations and other activities necessary to the conduct of NIAID/DCR business such as facilitation of meetings, retreats, or planning sessions that assist the Division; 4) analysis of goals and objectives 4) functional areas such as advisory and assistance services, resource planning, performance assessment and management consulting such as providing review, assistance, and recommendations for new or existing Statement of Work; 5) communicate findings, status, progress, issues, and other information as directed to all appropriate levels of management; 6) Develop and apply professional best practices and knowledge of applicable Government, NIH, and NIAID regulations, policies and standards; 7) Draft and produce reports, briefings, and other deliverables as discussed with the Project Officer; 7) Meet other requirements as discussed and mutually agreed upon with Project Officer. The government will award a firm fixed price purchase order to the responsible contractor. The North American Industry Classification System (NAICS) Code for this acquisition is 541611, and the small business size standard is 6.5 million dollars. The following evaluation criteria will be used to evaluate the offers: a) price; b) ability to meet the government's requirement; c) delivery. The FOB Point shall be Destination, Bethesda, Maryland, 20892. The government will award a firm fixed price purchase order to the responsible contractor. All responses will be considered by the agency. To be considered for an award, offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201 (a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at: www.ccr.gov/ prior to award during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
